The commissioner is seeking the views of healthcare providers for a Termination of Pregnancy Service (TOPS). The provider/s will deliver a termination of pregnancy service that adheres to national clinical guidelines, to the population of Sussex across 7 Clinical Commissioning Group (CCG) areas. The anticipated value of the service across all 7 CCGS is approximately 2 000 000 GBP per annum. The commissioner is considering a contract period of 3 years plus an optional extension period. Request for Information (RFI) Termination of pregnancy services (Reference NHS/SOEPS/18.468 RFI) For provision of services across all 7 Sussex Clinical Commissioning Group areas: — NHS Eastbourne, Hailsham and Seaford Clinical Commissioning Group, — NHS Hastings and Rother Clinical Commissioning Group, — NHS High Weald Lewes and Havens Clinical Commissioning Group, — NHS Brighton and Hove Clinical Commissioning Group, — NHS Crawley Clinical Commissioning Group, — NHS Horsham and Mid Sussex Clinical Commissioning Group, — NHS Coastal West Sussex Clinical Commissioning Group. The provider/s will deliver a termination of pregnancy service that adheres to national clinical guidelines, to the population of Sussex across 7 Clinical Commissioning Group (CCG) areas. The anticipated value of the service across all 7 CCGS is approximately 2 000 000 GBP per annum. The commissioner is considering a contract period of 3 years plus an optional extension period. Termination of pregnancy services — aims and objectives. This service will be expected to work within set targets which will include: — access times to consultations, — access times to procedures for termination of pregnancy, — contraception assessment and provision, — STI and HIV screening. — reduction in repeat termination of pregnancy. The overall aim of the TOP service to is provide the following: — advice for unwanted pregnancy and referral for TOP, — pre-and post-termination advice, to include STI and HIV testing and contraception planning and implementation post-termination, — ensuring that contraception is available as part of all TOP care pathways, — reducing unintended and unwanted conceptions and repeat terminations of pregnancy in all ages by improving access to long acting reversible contraceptives (LARC’s) and ensuring that access to contraception is included in all TOP pathways, — increasing the identification of chlamydia and HIV through screening all TOP requesters as a standard procedure thus reducing future prevalence in line with public health outcomes indicators framework. The key objectives of the service are: — to offer high quality, impartial support and advice to all service users who request an TOP, regardless of age, ethnicity, language, disability, sexual orientation, religious or personal circumstances, — to provide service users with access to a TOP service within the nationally required target time, — to provide TOP methods clinically appropriate for a service user’s gestation and clinical circumstances, — to improve the sexual health of service users through sexually transmitted infections (STIs) and HIV screening of all service users, — to provide information and advice on all methods of contraception and the supply of the full range of reversible contraceptive methods. This RFI process is designed to help the commissioner form a view of the best way to commission the service and is not the beginning of a tender exercise. A further tender advertisement will be issued as/if required.
