Tender description

The National Lottery Community Fund (the Community Fund) has an international funding programme targeting funding to enable disabled people to improve their livelihoods in Tanzania and Uganda. £6-10 million per year is available for this programme which is expected to run until 2021 or beyond. A range of UK-based International Non-Governmental Organisations (INGOs) will be funded to work with local partners in Tanzania/Uganda in pursuit of these outcomes over the life of the programme. To date a total of £5,378,908 has been awarded to 18 projects through 13 UK-based organisations, working with 24 local partners. A pipeline of applicant organisations is currently going through the assessment process, some of which have been awarded development funding. As part of the delivery of these international commitments, the Community Fund aims to further support its grant-holders and their partners to improve their practices on safeguarding and financial management. In terms of safeguarding, the Community Fund is committed to ensuring that all beneficiaries, staff, volunteers and communities more widely in the projects we fund in Tanzania and Uganda are protected from abuse, exploitation or harm. This is particularly important given the potential vulnerability of disabled people. The Community Fund is seeking to engage expert support in both safeguarding and financial due diligence to review the safeguarding and financial management practices of its existing grant-holders and their partners, as well as to strengthen the Community Fund’s internal capacity on safeguarding and financial management. It is anticipated that this expert support will involve a collaboration between safeguarding and financial due diligence experts, with strong involvement of in-country expertise for activities in Tanzania and Uganda.
