Tender description

The Council is commissioning a fully integrated, high quality 16+ supported accommodation provision for young people with high support needs. The service must provide person-centred and outcome focussed housing related support to young people aged 16 to 21 with high support needs, including Looked After Children, Care Leavers and young people under the care of the Youth Offending Team who have an established local connection to Hampshire. The successful provider(s) will deliver accommodation with support which aims to increase independence skills and promote engagement with education and employment through flexible support packages. The Council uses a light touch procurement process to create an open framework, which commenced on 1.1.2019 and is for a period of four years. Providers that fulfil the Council’s selection and award criteria are able to join the open framework at its start date and after the start date half-yearly throughout its duration.
