Greater Manchester Combined Authority (GMCA), as the Contracting Authority for Greater Manchester Police, seeks to appoint a supplier to provide an automated data analysis platform for real time reporting of forensically acquired mobile phone data from multiple extraction tools. The platform will operate at secret level on a stand-alone system to be utilised as an intelligence tool. The system must be capable of importing, storing and analysing data from multiple mobile phone forensic data extraction tools for intelligence purposes and bulk reporting. The software must support the importation and cross-analysis of data from major vendors, such as, but not limited to, Cellebrite and MSAB. The system will enable the production of evidential reports and be used for real time analysis. It must be made clear that the system required is not a mobile phone data extraction tool. The system will be used for the production of evidential reports and real time analysis. It should be noted that the required system is not a mobile phone data extraction tool. The system will imports mobile phone acquisition data from multiple extraction tools into the software and provide a single view of the output to allow one report to be produced for examiners. The system must be capable of extracting unique identifiers from the imported mobile phone acquisition data for the purpose of linking records to previously imported data. The software should provide a checklist of questions during the examination process to ensure that forensic operating procedures are followed. The search function provided should allow imported records to be found based on selectable search criteria. Additionally the search facility will allow one or more results to be selected for deletion. User authentication must be employed to ensure only authorised users are granted access. Access to the system and the use of its functions must be recorded and logged to allow for system auditing and monitoring. A data purging function must be provided to allow records to be bulk deleted from the system. The supplier should have a research and development programme in place for the continuous development of the product. While there is potential to develop the system as technology changes the requirement is for an existing demonstrable product. All information provided in this PIN, including the total contract value, is the current best estimate for the full 6 year contract, and includes the potential for some bespoke development. The value may be revised prior to the issue of the tender documentation.
