Tender description

The Council of the London Borough of Waltham Forest (“the Authority”) invites suitably qualified and experienced organisations to tender for the contract for the provision of integrated alcohol and drug behaviour change service in the London Borough of Waltham Forest (“the Contract”). The contract will commence on 1.8.2019 and, subject to satisfactory performance shall continue to midnight on 31.7.2022 (“the Contract Period”). At the sole discretion of the authority and subject to the satisfactory performance of the provider the contract period may be extended in such period or periods as the authority deems appropriate providing a total possible contract period to midnight on 31.7.2024. Integrated alcohol and drug behaviour change service that delivers treatment, recovery and community resilience. The service will be outcome based and recovery focussed, demonstrate innovation and implement evidence based practice. The service will be responsible for delivering a comprehensive set of services to address the alcohol and drug related needs of our diverse population that achieve: — freedom from dependence on alcohol and drugs, — prevention of drug related deaths and blood borne viruses, — improvement in mental and physical wellbeing, — improved relationships with family members, partners and friends, — sustained education, training and volunteering activity leading to employment, — the ability to access and sustain suitable accommodation, — the capacity to be an effective and caring parent, — a reduction in crime and offending, — a reduction in anti-social behaviour, — a reduction in harm caused by a substance misusing parent or carer, — increased safeguarding for vulnerable children, young people and adults. Criminal justice intervention services: The London Borough of Waltham Forest is seeking a provider to deliver a suite of specialist drug and alcohol services for adult offenders (aged 18 and above). The purpose of these services is to increase uptake of mainstream services among this cohort, reduce repeat offending, and improve the general functioning of the criminal justice system in relation to residents of Waltham Forest. The aim of the IOM scheme is to promote access to support and treatment to offenders in order to reduce their offending behaviour and minimise the harm their substance misuse may cause to themselves and the community. It is a multi-agency team which is co-located at Chingford Police Station. The provider will make dedicated staffing available to work with the team and provide brief assessments, brief advice and assertive referrals into mainstream treatment. The provider will be responsive to changes and developments in the scheme.
