Summary of the work The Environment Agency responds to thousands of requests for flood model output data each year. We are undertaking a review of how we can make this data available online. Specialist role Business analyst Expected Contract Length 10 working days which can be spread over a period of 3 months Latest start date Monday 14 January 2019 Maximum Day Rate £550 Who Speclialist Work With You will work within the Approval for Access National Lead, within the Data Sharing and Access team. You will also work with staff who have knowledge of flood modelling, including those who produce, manage and maintain flood model output data. What Specialists Work On 1. Review the sharing risk of making flood model output data publically available; 2. Recommend mitigation measures to remove risk; 3. Write report detailing findings. Skills & Experience • Experience and knowledge of a wide range of data, including both spatial and non-spatial • Experience of carrying out intellectual property due diligence • Knowledge of data protection laws, including General Data Protection Regulations and Data Protection Act 2018 • Knowledge of flood modelling would be an advantage Nice to Haves Experience of working in the public sector Work Location Remote working is possible but base location at start will be Horizon House in Bristol. Travel to other Environment Agency offices may be required. Working Arrangments Days/hours worked to be arranged according to business needs but with considerable flexibility over the period of the contract. Contract value includes a maximum of £1000 for expenses (train travel). I have an excellent data/business analyst who doesn't have experience of spatial data. Could the individual be assisted with this, or is this not feasible? The individual is an excellent interpreter, report writer and has previous experience working for Government. The successful consultant will analyse spatial data only and will not be expected to create spatial data. Technical training to analyse spatial data will not be provided. We expect the successful consultant to have the technical knowledge to undertake the work on day 1 of the contract. Experience of analysing spatial data is essential for carrying out some of the intellectual property due diligence checks. 2. One of the essential skills listed is "Knowledge of flood modelling would be an advantage".The phrasing of this suggest is should be a 'nice-to-have' requirement.Can you advise please? Knowledge of modelling is essential, and within that, knowledge of flood modelling would be advantageous for intellectual property due diligence purposes. Flood models are complex, having multiple inputs impacting on how outputs can be used. The consultant will be analysing flood model outputs. As this is a short contract, the inclusion of ‘would be an advantage’ was intended to help applicants determine whether the work would be manageable due to the complexity of flood modelling.Many other types of environmental modelling have 3rd party data dependencies; therefore we will consider consultants with knowledge of other types of modelling. 3. One assumes all prices are on a +vat basis. Please advise if otherwise.The request states that the contract includes up to £1000 for train travel. It is assumed that this means it is billable over and above the day rate being quoted. Yes, plus VAT. The £1000 for train travel is in addition to the day rate.
