Tender description

The Office of the Revenue Commissioners (the “Contracting Authority”) invites responses to this expression of interest and pre-qualification questionnaire from economic operators for the provision of the goods summarised in Appendix 1 to this PQQ. The Office of Government Procurement is conducting the procurement process on behalf of the Contracting Authority. The OGP is an office within the department of public expenditure and reform tasked with sourcing goods and services on behalf of the public service. The Contracting Authority is seeking proposals from suitably qualified companies for a tobacco tax stamp that will possess overt, semi-covert and covert features and will achieve powerful multi-layered security solutions from a single stamp source. The Office of the Revenue Commissioners (the “Contracting Authority”) invites responses (“Responses”) to this expression of interest and pre-qualification questionnaire (“PQQ”) from economic operators (“Candidates”) for the provision of the goods summarised in Appendix 1 to this PQQ (“the Goods”). The Office of Government Procurement (“the OGP”) is conducting the procurement process on behalf of the Contracting Authority. The OGP is an office within the Department of Public Expenditure and Reform tasked with sourcing goods and services on behalf of the public service. The Contracting Authority is seeking proposals from suitably qualified companies for a tobacco tax stamp that will possess overt, semi-covert and covert features and will achieve powerful multi-layered security solutions from a single stamp source. The inherent security incorporated within the design concept and the high levels of applied security through the specialised printing process are necessary to give surety and confidence to the overall project. Deliveries of Tobacco Tax Stamps are made monthly by secure Cash-in-Transit (CIT) armoured car from the printers’ premises directly to three (3) tobacco manufacturers’ secure warehouses, currently located in the greater Dublin area, Ireland. Supplementary deliveries are required on occasions (see 2.10 of this appendix).
