The provision of internal audit services. Moat Homes Ltd (Moat) is a leading housing association working in the South East of England providing high quality homes and services. For the past 50 years Moat has delivered high quality general needs homes for affordable rent, supported accommodation and tenancy support services and affordable home ownership schemes. Moat is dedicated to developing sustainable communities throughout the South East of England. Moat is seeking to appoint a single provider to deliver an internal audit service which provides an objective and independent assessment of Moat’s activities, financial and otherwise, covering the whole group. The internal audit service is responsible to the Audit Committee, providing assurance on the arrangements for risk management, internal financial control, governance, and regulatory compliance. All of the group’s activities fall within the remit of the internal audit service. It will consider the adequacy of controls necessary to secure propriety, economy, efficiency and effectiveness in all areas. It will seek to confirm that management has taken the necessary steps to achieve these objectives and manage associated risks. The scope of internal audit work should cover all operational and management controls, and should not be restricted to the audit of systems and controls necessary to form an opinion on the financial statements. In practice we would expect a programme of audits to be agreed with the Audit Committee that focuses on activities that carry inherent risk or are of potential concern.
