Why the Work is Being Done HM Land Registry's Digital and Data programmes are looking to deliver new, user-focused services for citizens, customers and HM Land Registry caseworkers, required to support a wider business transformation, with the overall aim of simplifying, speeding-up and improving the process of land registration in England and Wales. In addition HMLR are looking to deliver a new digital register and a new common technology platform. The supplier will work closely and collaboratively with HM Land Registry’s in-house team to enable effective knowledge transfer, ensuring any future services can be maintained by HM Land Registry staff. Problem to Be Solved HM Land Registry's Digital and Data programmes will look to resolve the following: •To digitise and automate new user-facing services. •To automate and improve HM Land Registry's internal application processing and casework systems and processes. •To refresh existing technical architecture and build new technical capabilities. •To build a new digital register to enable future services and create data products •To enhance the capability of HM Land Registry's in-house digital development teams in order to build and support new digital services. Who Are the Users User groups of HM Land Registry's services include: •Citizens require a better and consistent experience when requesting land information, registering land interests and/or tracking land transactions. •Solicitors/conveyancers/mortgage lenders must be able to transact using digital services when acting on behalf of buyers and sellers in registering land interests. •Caseworkers who process land registration applications require more automated, intelligent and consistent casework tools to enable more time to focus on quasi-legal decisions and judgements. •Other professional/commercial/academic groups with an interest in land information. Early Market Engagement Work Already Done We are currently in the delivery phase. We have between 15 teams, a mix of in-house and supplier staff, currently delivering new products and services. The supplier must be able to respond quickly to HMLR’s current and future requirements, ensuring any handovers are managed smoothly and are effective. Current teams are at a variety of different phases, some in discovery, some alpha and some in beta All services will be developed in accordance with the UK Government's Digital Service Standard (https://www.gov.uk/service-manual/service-standard). Existing Team The existing team of approx. 200 people, comprises internal staff, supplier staff and contractors. Led by a programme director, the four workstreams (services, casework, technology, data) are led by a core team of internal leads and coaches . We are seeking a development partner to complement our agile development capability in all digital team roles including; product, delivery, user research, design, engineering, test and development operations. The successful supplier will work closely with HMLR and the incumbent supplier to transition over a 3 month period. Additional suppliers may be appointed to support any part of the digital or data programmes Current Phase Not applicable Work Location The majority of HM Land Registry's agile development teams are based in Plymouth, UK and this is where most of the work will take place. There may a requirement to work at other HMLR locations, including but not limited to Croydon and Gloucester Working Arrangments This will be a 5 day per week (Monday to Friday) commitment and, although there may be some scope for remote working, our focus is to build co-located and integrated teams at our offices in Plymouth. Detailed working arrangements, including team location, size and make-up, will be contained within each statement of work. The development partner must follow HM Land Registry's IT and security procedures and policies in relation to access, data and equipment use. Security Clearance HM Land Registry requires all supplier staff to have baseline personnel security standard clearance. There may be a requirement for some of the work to require security clearance checks. This will be detailed in the statement of work. Additional T&Cs The standard terms and conditions of a DOS framework agreement call-off contract apply. Any claim for travel and subsistence will be made in accordance with HM Land Registry's travel and subsistence policy. T&S will not be paid for travel to the "home" office which will usually be Plymouth and specified in the SOW. Skills & Experience Have evidence of working on complex digital transformation programmes with many dependencies and integrations with backend and legacy applications Have evidence of iteratively delivering complex transactional digital services in accordance with agile development project phases from Discovery/Alpha to Live in government Have evidence of effective user research, design and development; and creating digital services that have met the Government Digital Service Standard Have evidence of iteratively delivering internal casework systems Have evidence of iteratively delivering complex user interfaces and tools. Have evidence of creating modern, modular software platforms Evidence of delivering digital services using modern software development technologies and demonstrated understanding of applying appropriate security controls Have evidence of using data to enable the delivery of digital services. Have evidence of creating data products Have evidence of building capability in client departments and leaving a self-sufficient, sustainable internal capability Nice to Haves Experience of working in a Land Registration or property sector environment No. of Suppliers to Evaluate 4 Proposal Criteria Work History, including experience of the essential and nice to have skills and experience detailed in stage 1 - 15% Approach and methodology, including experience of the essential and nice to have skills and experience detailed in stage 1 - 15% Ability to scale to meet and/or exceed the indicative resource levels - 20% Team structure and resourcing models, including experience of working alongside clients in co-located - integrated teams, together with representative CV’s of key roles - 5% Case studies and references.
