Tender description
Provision of healthcare services at HMP Birmingham. This notice is issued to advise the market that NHS England is directly awarding the 3 healthcare contracts at HMP Birmingham to the incumbent providers (Birmingham and Solihull Mental Health NHS Foundation Trust with Birmingham Community Healthcare NHS Foundation Trust, Midlands Partnership NHS Foundation Trust and G4S Care and Justice) for a period of 3 years. NHS England has determined that undertaking a direct award to the incumbent organisation is essential to maintaining continuity in healthcare provision for this period as this will: — support a continued focus on the delivery of an extensive multiagency remedial action plan that has been developed to address significant issues identified by Her Majesties Inspectorate of Prisons in its recent inspection report and urgent notification: https://www.justiceinspectorates.gov.uk/hmiprisons/inspections/hmp-birmingham-3/ — provide a period of stability once the remedial action plan has been delivered to support embedding and future sustainability, — enable changes to the prison population, planned to be implemented during 2020 as part of a national HMPPS reconfiguration programme, to be fully understood prior to the re-tendering of healthcare provision. This will ensure that healthcare services are commissioned to meet the health needs of the population, — minimise the risk of patient harm during a period of unprecedented change within the prison. It is NHS England’s intention that the healthcare contracts at HMP Birmingham will be put out to the market in 2021, with new contracts commencing in November 2022. NHS England is not removing this opportunity from the market place but delaying the re-procurement to enable sufficient time for the issues listed above to be resolved and to provide stability prior to any procurement taking place. Total value of the contracts to be awarded* Birmingham and Solihull Mental Health NHS Foundation Trust/Birmingham Community Healthcare NHS Foundation Trust — prison primary healthcare, mental health and clinical substance misuse services — min. value 25 850 000 GBP — max. value 26 500 000 GBP. Midlands Partnership NHS Foundation Trust — substance misuse services — min. value 1 510 000 GBP — max. value 1 550 000 GBP. G4S Care and Justice — substance misuse services — min. value 1 290 000 GBP — max. value 1 320 000 GBP. * Excludes inflation (announced annually) or new national mandated requirements that may be announced over the next 3 years.
