Tender description

This notice is placed as a prior information notice and relates only to a pre-procurement market engagement event. NHS England South (South East) (the commissioner) invites Expressions of Interest (EOI) from suitably qualified and experienced providers, including third sector and social enterprise organisations, private and NHS organisations, to provide an integrated healthcare service to HMP Send, Woking; HMP Downview, Sutton; HMP Coldingley, Woking and HMP High Down in Sutton via a Prime provider service model. This will include the inpatient unit at HMP High Down. NHSE England will hold the contract with the chosen prime provider who may either directly provide the care themselves and/or sub-contract care to other specialist providers. NHSE England will hold the contract with the chosen prime provider who may either directly provide the care themselves and/or sub-contract care to other specialist providers. Primary Healthcare services at HMP Bronzefield, Ashford (which is run by Sodexo Justice Services) are not to be included in this procurement but secondary mental health care will be included and there are further interdependencies between the services at HMP Bronzefield and the other Surrey prisons which will need to be delivered as part of the service model. The aim of the market engagement event is to work with potential bidders to understand opportunities and barriers to providing these services across the four establishments and to assist commissioners with shaping their procurement strategy. This is not a call for competition. The contract is due to begin on 1.4.2020. This service will be commissioned as part of the overall Offender Health pathway within the prisons and as such this model will ensure an integrated, recovery orientated service delivery system both within the prisons and onwards into the community. The service will focus on delivering person-centred care within seamless, integrated structured clinical and psychosocial interventions/services in prison and facilitating arrangements through the gate into the community to ensure effective continuity of care. Close joint working/integration with other stakeholders including health and social care services, as well as other departments within the prison such as education, offender management, and physical education, is imperative to the success of the delivery of this service. The service is to be made available to all prisoners within the establishments. The prime provider’s solution must meet the unique needs of the establishments and take into account the needs of the population within that establishment. The services in the contract are likely to include (but are not limited to): — primary care nursing, — mental health services, — sexual health services, — pain services, — pharmacy services-including mechanism for OOH provision, — dentistry (including minor surgery), — inpatient unit at HMP High Down, — optometry, — podiatry, — GP Provision, — musculoskeletal and physiotherapy, — related IT services. In addition, the provider will be responsible for ensuring effective and meaningful pathways of care are established with community based specialist health and social care provision, including hospital based services. Details of the market engagement event are as follows: Date: Friday 8.2.2019 Time: All day — 9:30 a.m. start Venue: Holiday Inn Gatwick Worth, Crabbet Park, Turners Hill Road, Worth, Crawley, RH10 4SS Please note that there is also a market engagement event being held on Thursday 7.2.2019 for the procurement of Healthcare services to Sussex prisons. These procurements are being managed separately. Providers are welcome to attend both events. In addition, NHS England will hold a one-to-one provider event, to which providers attending the market engagement event will be formally invited. This event will be held on Tuesday 12.2.2019 near Gatwick. This will be an opportunity to discuss, on a one-to-one basis, the market engagement questionnaire distributed with this PIN as well as the procurement in general, please hold this date in your diary.
