Tender description

Hertfordshire County Council (the “Council”) is carrying out pre-procurement market engagement in relation to lead provider — Support at Home and Reablement services across Hertfordshire. At the current time the Council’s Support at Home and Reablement services are contracted separately. The Council’s proposal is to now combine these into one dual contract with one Lead Provider per lot area. Services will support people over the age of 18 with health and social care needs. This will predominantly be older people and those with a physical disability, but will also include people with a learning disability and mental health problems. As part of the dual contract the lead provider will deliver the Council’s short-term intensive reablement support. The current service delivers approximately 150 000 hours of care per year and supports 3 500 individuals every year. Support at Home is the Council’s mainstream homecare service. The Council currently commissions approximately 2 000 000 hours of homecare per year, at a cost of 30 000 000 GBP, to support approximately 4 500 adults to live independently at home in Hertfordshire. Lead providers will be expected to deliver a volume of hours set for each lot area. Spot providers will deliver the remainder of the market. Throughout each service there is an emphasis on partnership working, enablement, independence and the use of community resources. The Council is currently considering the number of Lots that will be offered, based on District/Borough areas as follows: 9 lot areas: — Broxbourne, — Dacorum, — East Herts, — Hertsmere, — St Albans, — Stevenage, — North Herts, — Watford and Three Rivers, — Welwyn and Hatfield. 6 lot areas: — Broxbourne and Welwyn and Hatfield, — Dacorum and St Albans, — East Herts, — Hertsmere, — North Herts and Stevenage, — St Albans and Dacorum. Timescales: It is currently anticipated that the Council will commence a procurement process in July 2019, with the new service commencing 1.4.2020. It is proposed that the Council will run a 1 stage procurement process. The anticipated contract term is five years with the option of an extension of up to 2 years. The Transfer of Undertakings (Protection of Employment) Regulations (TUPE) will apply. The purpose of the Council’s pre-procurement market engagement process is to allow and enable potentially interested organisations with appropriate expertise and relevant experience to: Outline and generate initial views/ideas around the outcomes, scope and the potential procurement strategy (i.e. with no commitment to themselves or the Council). Engage with the Council to: — understand its challenges, intentions and desired outcomes, — inform the Council of current market developments, — enable the Council to understand how the current requirements could be shaped and delivered, — explain the potential options available to the Council. The Council will consider the feedback and responses received to help inform the Council’s options and further decision making. Participation or non-participation in the pre-procurement market engagement process shall not prevent any supplier participating in the future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any supplier at an advantage in a potential procurement process. Participation in the pre-procurement market engagement procurement process will be at each supplier’s own cost. No expense in responding to this process will be reimbursed by the Council.
