Tender description
GIS applications are used to interpret, manipulate and analyse geographical/geospatial data information which input into and underpin operational, strategic planning, and tactical planning activities within TfL. CAD systems are used to produce detailed engineering models and drawings of TfL assets used for Engineering and assets management and maintenance. TfL has made significant investment in both CAD and GIS, delivering a number of platforms across the business. TfL wish to further develop this model, further reducing duplication of effort and ensuring cross compatibility is at the heart of our solutions. TfL is therefore looking to hold a Supplier Engagement Day to present the current and desired future state of CAD and GIS and invite suppliers to help shape TfL’s proposed framework. Details found in Section VI). TfL use CAD and GIS to enable its asset management, planning, strategic and operation activities. They provide a key function to a number of directorates across TfL’s business. As such, TfL require a Framework Agreement to meet both its current needs for CAD, GIS and associated software and services, as well as the foreseeable future state in TfL. This Prior Information Notice (PIN) is issued solely for the purpose of conducting a market engagement exercise and does not constitute any commitment by TfL to undertake any public procurement exercise in the future. TfL have stated in Section II.1.6) that this will not be divided into lots. However, for clarity, TfL are using this Early Market Engagement exercise to help determine whether a lot structure will be appropriate for this framework. TfL will not enter into a contract based solely on the responses to this PIN and no information contained in this document or in any communication made between TfL and any supplier in connection with this shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered in accordance with this PIN. TfL is under no obligation to follow up this market engagement exercise in any way or with any interested parties. TfL is committed to ensuring fairness, openness and transparency, and to following EU procurement regulations.
