Tender description
The UK Department for International Development (DFID) is seeking to appoint a supplier to manage and deliver the ‘’Girls Education South Sudan 2 (GESS2)” programme in South Sudan. The supplier will be appointed for a 60 months contract term, at a maximum value of 42 611 360 GBP. GESS 2 will build on the successes of the Girls Education South Sudan (GESS) programme, expected to end in March 2019. GESS provided a range of interventions – cash transfers paid to girls, capitation grants to schools, initiatives to improve the quality of education, research, support to girls via mentoring and learning groups and large scale behavioral change interventions specific to girls’ education. Separate funding of a minimum of 25 788 640 GBP will be made available for cash transfers paid to girls and capitation grants paid to schools. The objective of GESS II implementation is to provide equitable, accessible and essential support to the education sector in South Sudan, with particular emphasis on girls. The supplier will manage the delivery of all parts of the GESS2 programme alongside providing specialist technical assistance on priority areas such as girls, gender and disability inclusion. The supplier may form agreements with implementing partners to deliver activities on the ground. The programme will have nationwide coverage across all 10 former states irrespective of Government of South Sudan or In Opposition (IO) control. The 10 former states are: — Central Equatoria, — Eastern Equatoria, — Jonglei, — Lakes, — Northern Bahr el Ghazal, — UnityState, — Upper Nile, — Warrap, — Western Bahr El Ghazal and — Western Equatoria. The supplier will be required to provide effective programme management and specialist technical assistance. The supplier will be required to manage the disbursement of cash based grants
