Summary of the work Discovery to analyse partner access to Devon County Council’s systems, categorise partners and recommend options for current and near-future technical solutions and ongoing approach to identity and access management. Expected Contract Length 3-months Latest start date Thursday 10 January 2019 Budget Range up to £10,000 Why the Work is Being Done "DCC work with a wide range of partners requiring access to Devon County Council's line of business systems. Traditional system access approach has been to provide internal DCC user account details for authentication and authorisation. We'd like to review this approach to reduce associated license costs, make it easier for partners' staff and develop a smoother process. We want to understand better how we work with partners, categorising these, and match needs to current and near-future technical solutions. We want to capture the right data to manage partner access to our systems more efficiently." Problem to Be Solved Devon wants to reduce costs, make it easier for partners' staff to access Devon County Council's line of business systems and introduce a smoother process Who Are the Users "As a member of staff working for a partner organisation I need to (for example) access Devon County Council system ABC and do XYZ So that I can work seamlessly with Devon County Council staff for the benefit of the people of Devon" Work Already Done "DCC make extensive use of an on-premise instance of Microsoft Active Directory in managing Staff and Partner authentication. DCC have a developing use of Microsoft Azure AD alongside Office365 SharePointOnline, OneDriveForBusiness and other associated technology use. DCC have a developing awareness of Azure AD related services B2B and B2C and recognise that these offer opportunity to reduce reliance on our on-premise directory service - but have yet trial or implement technical solutions based on this." Existing Team You'll be working with a Business Partner, a Technical Architect and a Digital Apprentice who will assist you throughout the project. Current Phase Discovery Skills & Experience • The allocated practitioner has at least 3 years experience of business/systems analysis - 15 points • The allocated practitioner has at least 3 years experience in eliciting needs and requirements through interviews/meetings - 15 points • The allocated practitioner has experience of delivering options appraisals and recommendations to project boards including highlight reporting - 15 points • The allocated practitioner has excellent written and verbal communication skills - 5 points • The allocated practitioner has experience of working with staff with low technical expertise using language they will understand - 5 points • The allocated practitioner has experience of creating customer personas and user journeys - 10 points • The allocated practitioner has experience of analysing 'pain points' with user journeys - 10 points Nice to Haves • The allocated practitioner has an understanding of Microsoft Active Directory, Azure AD, and related B2B and B2C technologies • Experience of working with local government • The allocated practitioner has experience of using technology to improve partnership working specifically accessing systems Work Location County Hall, Exeter. There could be travel within Devon. Working Arrangments Within Devon for meetings with stakeholders. At other times you can work remotely on agreement with DCC. The teams' Digital Apprentice will provide support, gather information and enable engagement with partner staff. The work may be broken into groups of days with breaks whilst information is being gathered, meetings arranged, etc. Security Clearance The winning provider may be required to complete a Public Service Network (PSN) Agreement and would be required to sign the Data Processing Agreement.
