Tender description

This is a Framework Agreement for Manchester Airport PLC, East Midlands International Airport Ltd and Stansted Airport Ltd.This framework shall include airspace design services for Airspace change proposals (ACP) at Manchester, East Midlands, and Stansted airports. The services shall be provided in accordance with the ACP guidance material (CAP1616). The selected Bidder shall be certified in accordance with CAP785. The scope of the design for Manchester Airport includes: — RNP arrival transitions to support the implementation of FASI(N), — RNP replication of existing SIDs (including any modifications to accommodate implementation of FASI(N) and potential new RNP SIDs if required to support forecast traffic. The scope for East Midlands Airport includes: — RNP replication of existing SIDs (including any modifications to support implementation of FASI(N)), — Design of GNSS overlays for the new SIDS to support non-RNP aircraft, — Design of 2 omni-directional departure procedures for light aircraft, — Modifications of IAPs to accommodate new locations of RNAV holds required by the implementation of FASI(N). The scope of the design for Stansted is limited to RNP replication of existing SIDs, including any modifications to support implementation of FASI(S). The proposed designs shall be consistent with all relevant ICAO and CAA guidance material and policy statements. The required services are: — identification of a comprehensive list of options for each procedure in line with agreed design principles as per the CAP1616 process. — initial Options appraisal to develop a shortlist of options, — detailed design of selected options including validation in terms of fly-ability, as well as safety and operational assessments. — re-design in line with result of public consultation and CAA comments, — support to stakeholder engagement (for example to explain the technical rationale for design decisions). The selected bidder will be expected to adjust the statement of work to any tailoring of the ACP process agreed with the CAA.
