Tender description

The authority wishes to award a contract for provision and programming of a road traffic data model, and its hosting and associated software and maintenance services. Strategic model: A strategic model is required that can be used to inform long term planning and transport planning decisions, typically with a planning horizon of over 5 years (up to 15-20 years). This will include Local Transport Plan (LTP), future reviews/versions of the local development plan, planning decisions and major scheme business case applications. This will replace the existing Saturn associated component models owned by CYC and meet standard WebTAG modelling guidance criteria. A wide range of interventions and policies should be able to be modelled including future rail investment/demand, new/widened roads, junction improvements, land use planning/development impacts, and changes to policy/technology that could influence demand and behaviour. Real time model: A real time model is required to predict how traffic responds to planned and unplanned events up to 5 hours in the future using live and historical traffic data. It will integrate with the data platform to obtain real time traffic, signal and network conditions. The real time model shall receive instructions from and pass information to the decision support module which is being procured separately by CYC. The decision support module will advise NMOs in real time how to best manage traffic. For this tender the scope of interventions is limited to traffic signals only. Flexibility of architecture is required to allow assessment of other interventions in the future (e.g. VMS, in vehicle information, network changes, etc). In their response tenderers should highlight opportunities for linking the real time model to existing and/or future decision support tools. The authority will engage a single supplier for a 7-year contract to provide the data model and associated software environment, with provision for an additional 5 years.
