Tender description

The Public Health Agency (PHA) on behalf of Health and Social Care (HSC) is seeking to replace the existing IM System with a new innovative solution with increased functionality to better meet the needs of both the current service and to facilitate future development of the lifeline crisis response service. The Lifeline service is amongst a range of measures implemented under the Northern Ireland Suicide Prevention Strategy ‘Protect Life — A Shared Vision’ (DHSSPS, 2006), to reduce the levels of suicide and self-harm in Northern Ireland. The service is delivered initially via a helpline and subsequent counselling services. The Public Health Agency (PHA) on behalf of Health and Social Care (HSC) is seeking to replace the existing IM System with a new innovative solution with increased functionality to better meet the needs of both the current service and to facilitate future development of the Lifeline Crisis Response Service. Submissions are sought from potential suppliers as part of a pre-procurement market sounding exercise to establish the functional capability and a range of costs to fully implement potential software solutions to meet its requirements. Potential solutions should operate as one coherent system to service both the Lifeline helpline and Counselling elements of the Lifeline Crisis Response Service but be designed in such a way that the helpline and counselling elements can be separated to operate as two individual standalone systems and be used by other services identified by the PHA.
