Soft market testing Stroke Support

Stroke is a leading cause of death and disability in the UK. There are around 32,000 stroke-related deaths in England each year. Deaths related to stroke have declined by 49% in the past 15 years. This has been accredited to a combination of better prevention, earlier treatment and more advanced treatment. Getting an NHS Health Check, for those aged 40 to 74 years, can identify early risk of a stroke. Swindon Borough Council is seeking input from the market for the supply of a community based support service for people affected by Stroke and their carers. This market assessment is not part of the procurement process, but is purely investigative in nature, to potentially assist the Council in defining a specification and contract for the services. This advert relates to a proposed ‘soft market testing’ exercise only and is NOT a call for competition. Any contracts for services or supplies relating to this exercise may be subject to a separate procurement process(es) in accordance with the Public Contracts Regulations 2015 (as amended). All participants in this ‘soft market testing’ exercise shall be responsible for their own costs (including third party costs) and the Contracting Authority shall have no liability to any participant. The purpose of this Soft Market Test is to gain intelligence on the supply market for Swindon Borough Council’s requirements, including information that will help define the most appropriate structure and plan for any potential competitive procurement exercise. The estimated value for the contract would be £18,000 per year. It is expected that TUPE will apply.
