Tender description

NWSSP Procurement Services is issuing this PIN to engage with the market due to a requirement for Clinical Interpretation Portal (CIP) within the All Wales Genomic Service. In response to NHSE’s ongoing reorganisation and investment in genetic services in England, a business case was submitted to WHSSC and Welsh Government in October 2018 requesting additional funding in Wales for genetic service developments. In February 2019, the WHSSC IMTP business case to ensure equity of services across the UK was approved. This will enable rapid expansion of genetic testing in Wales in order to deliver testing against the Rare Disease and Cancer Test Directories. This expansion of genetic testing will not only lead to an increase in the number of tests offered by the laboratory, but will also lead to an increase in the complexity of these tests. This is due to the test directory emphasis is on NGS large panel analysis alongside CES, WES and WGS. These ‘genomic’ tests require more clinical scientists time for reporting than smaller single gene or NGS small panel tests as more genetic variants are detected per case. To ensure that the laboratory is making the most efficient use of Clinical Scientist time and thereby enable the delivery of cost effective, high quality services, there is a need for a commercial software solution (Clinical Interpretation Portal (CIP)) which will support the prioritisation, filtering and interpretation of genomic variants identified through CES, WES and WGS testing. This software solution must be in place in order to facilitate the planned introduction of new and repatriated services around October/November 2019. Due to the above, NHS Wales are looking to work with a partner(s) with a proven track record with demonstrable experience to ensure a smooth rollout and transition. To this end, NHS Wales will be offering a supplier day on the 12th and 13th August from 9:00 a.m. to engage with the market to understand the solutions available. The aim of the timeslot is to gather information on the following areas whilst engaging with market providers: — types of data which can be processed by the software. For example SNPs/Indels/ CNVs/SVs as well as germline and somatic, — information security, — data upload and download. Supported data formats. APIs, — support for variant classification guidelines such as ACMG and AMP, — workflows for filtering and classifying variants, — automation of aspects of variant classification, — reporting of classified variants, — data sharing e.g. with other labs, — existing user base.
