Summary of the work Analyse user/business needs ensuring outcomes align with strategy, delivering to the business architecture. Collaborate, communicate effectively, support design, build and delivery. Responsible for Requirement gathering, Gap Analysis, Impact Analysis, Stakeholder management, Traceability, Business Solution Design, Users Stories (BDD), contribute to agile ceremonies, backlog grooming and sprint planning. Specialist role Business analyst Expected Contract Length 24 months total. Initial 6months, further period up to 18 months depending on needs& performance. Latest start date Sunday 31 March 2019 Maximum Day Rate N/a Who Speclialist Work With Specialist will be part of agile development team working closely with the Project Manager, Technical Lead, Developers, Testers, business stakeholders, customers, service designer and Lead Architect. Specialist will be required to work with within an agile development environment and existing vendor to understand legacy API/web application, customer interactions and on boarding. What Specialists Work On Business Analyst will work in an agile team to understand and analyse user/business needs, ensuring outcomes are aligned with service vision and business strategy by contributing to the link between current and future business models and delivering to the business architecture. Specialist will facilitate collaboration and lead effective communication with all stakeholders, especially technical roles, to support design, build and deliver to meet the user needs. Specialist will be responsible for Requirement gathering, Gap Analysis, Impact Analysis, Stakeholder management/engagement, Traceability, detailing data flows, Business Solution Design, Users Stories (BDD), contribute to agile ceremonies and backlog grooming and sprint planning. Skills & Experience • Evidence of experience in Business Analysis - IT and infrastructure projects to gather needs and analysing information using comprehensive tools and techniques • Evidence of ability to map business processes and data flow from source to target according to the data and development lifecycle • Evidence of strong stakeholder management skills, and the ability to communicate and build relationships effectively with a broad range of people, both verbal and in writing • Evidence of experience in producing documentation such as, presentations, briefings, feature specifications, and processes • Evidence of understanding of technical integration patterns, microservices design principles, web service definitions and data exchange (XML & JSON) • Evidence of experience in developing user stories with acceptance criteria for web service integration (SOAP and REST) • Evidence of translating business requirements to detailed technical requirements with fluency to enable IT technical teams (development, infrastructure and service design) • Must have strong understanding in following areas: (Networks, LAN/WAN, Servers - Unix, Databases - PostgreSql, Storage technology, IT security, Application Deployment and support) • Have existing valid HO DV Clearance or willing to undergo DV clearance. Must provide evidence of both at evaluation stage. Nice to Haves • Have demonstrable experience of successfully and collaboratively working, coaching and sharing knowledge with Public Sector client teams, particularly those with limited agile development experience. • Demonstrable experience of Agile delivery • Demonstrable experience of writing BDD Style user stories • Demonstrable experience of JIRA and Confluence Work Location Victoria London Working Arrangments We expect the specialist to work collaboratively with in house development team (Project Manager, Business Analyst, Technical Lead, Developers, DevOps, Testers, Service Designer and Lead Architect). Work is based in London and will involve the supplier being on site 5 days per week to work collaboratively with HMPO teams; travel and expenses remains the responsibility of the supplier. Security Clearance DV Clearance is required. HM Passport Office will support the clearance process. Is this role outside IR35 or inside IR35 guidelines? We expect this engagement to be outside IR35, however status is assessed on a case-by-case basis. 2. Is there any budget range in mind for this role? The maximum day rate has been left blank intentionally, we will assess the day rate for suppliers using the evaluation weighting we have disclosed on the requirements. 3. Would you like us to quote the rate excluding VAT or including VAT Excluding VAT. 4. Please can you confirm if the role is considered outside of IR35? We expect this engagement to be outside IR35, however status is assessed on a case-by-case basis. 5. Could you please confirm if this opportunity is within IR35? We expect this engagement to be outside IR35, however status is assessed on a case-by-case basis. 6. Please can you advise if you would consider people with no current clearance or must the candidate have some sort of clearance in place already? SC clearance is required to start. HM Passport Office will support the clearance process. 7. Please can you provide some additional information regarding timescales, specifically when do you anticipate that shortlisting will take place, when do you plan for interviews to be held and when are you looking to award contracts? We aim to complete shortlisting and have interviews 14/03 - 19/03 and look to make an award by week ending 22/03/2019. These dates may be subject to change depending on the number of successful candidates at 1st stage. 8. Can you please confirm if this is inside or outside of IR35.Can you also confirm a day rate and if you cannot confirm a day rate can you please at least confirm a range of day rate expected. We expect this engagement to be outside IR35, however status is assessed on a case-by-case basis.The maximum day rate has been left blank intentionally, we will assess the day rate for suppliers using the evaluation weighting we have disclosed on the requirements. 9. Please can you advise if there is a current incumbent in the role? There is no incumbent in post 10. Can the Authority confirm if an incumbent is currently fulfilling this role and if they will be invited to re-apply via DOS ? There is no incumbent in post 11. What is the day rate for this specialist? The maximum day rate has been left blank intentionally, we will assess the day rate for suppliers using the evaluation weighting we have disclosed on the requirements. 12. DV clearance will take over 6 months, please let me know if you will allow the candidate to work until they get the DV clearance? HMPO will accept candidates to start with SC clearance and will support the DV clearance process. 13. Please would you confirm how you will mark the following question?'Have existing valid HO DV Clearance or willing to undergo DV clearance. Must provide evidence of both at evaluation stage.'If our consultants are not HO DV cleared but willing to undergo clearance, does that merit a 2 mark or a 1 which would see us excluded? How would you like us to provide evidence of their willingness to undergo DV clearance? We will score this essential criteria as:3- Have valid HO DV clearance2- Have DV/ SC clearance with another government department or willing to undergo DV clearance. 1- Has no DV/ SC clearance and not willing to undergo DV clearance. In terms of evidence, candidate should provide a copy of their letter confirming DV/ SC clearance or provide supporting documentation to confirm they are willing to undergo clearance. 14. Who will be the project team Home Office side? If possible at a minimum please provide the project owner and sponsor. Project is resourced by HMPO - Strategic Project and Digital Service department. It is not in our policy to name individuals at this stage.
