Tender description

NHS Halton CCG is looking for providers of urgent treatment centres in the Borough of Halton. This procurement is being split into 2 Lots: — Lot 1: provision of an urgent treatment centre in Widnes, and — Lot 2: provision of an urgent treatment centre in Runcorn. NHS Halton CCG (the Contracting Authority) is procuring services for 2 Urgent Treatment Centres (UTCs): — 1 to be provided in Widnes, and — 1 to be provided in Runcorn. These services are an evolution of the current service provided at the respective urgent care centres and is based on a nationally mandated set of requirements that are detailed in the urgent treatment centres — principles and standards, published in July 2017. It is expected that both UTCs will be open for 12 hours per day; 7 days per week. The UTC will consist of the following main functions: — reception, — triage, — assessment and treatment, — associated diagnostic tests/investigations, — discharge, including necessary communications to the patient’s registered GP, — onward referral if needed (e.g. assessment units), — provision of self-care and wellbeing advice and information, — helping patients with registration with a local GP if required. The services based in the centres will be accessible by all of the patients of the 14 GP practices that are covered by NHS Halton CCG; and will also triage and treat patients from other CCG areas. There are a range of patients who will attend the UTC, including: — patients who self-present or are bought by another (such as peer) will include patients with minor illness/ailment and/or injury and will be triaged as appropriate, — patients who have contacted the 111 service and been advised to attend with or without an appointment time, — patients who are transported/transferred by the North West Ambulance Service using the agreed Appropriate Care Pathway (ACP) protocol for patient management/disposition e.g. UTC, — vulnerable patients in a crises e.g. elderly patients becoming confused due to a UTI requiring antibiotics, — patients from care/nursing homes.
