Accommodation and support for vulnerable young people, looked after children 16 and 17, care leavers and Unaccompanied Asylum Seeking Children (UASC) in Leeds. This Service must be flexible and responsive to meet all the accommodation and support needs for all young people outlined below. The service will operate city wide, available 7 days per week, 365 days per year and will work restoratively with the following young people to meet their accommodation and support needs: young people who are looked after by the local authority aged 16-18 years. Care leavers aged 18-25 years children in need are 16-17 years old who are becoming homeless; parent and child, or new to Leeds). Young people who have been remanded into the care of the local authority by the Court. We hope to successfully appoint a contractor for the provision of this service by following the open procedure as set out in the Public Contracts Regulations 2015. However, as this is a new service, it is recognised that negotiations with bidders may be required in order to ensure that the Council’s requirements can be met, should evaluation of bids under the open procedure fail to produce a successful outcome. As such, the following procurement process shall be followed: Stage 1: The open procedure will be followed. Stage 2 and 3 will only proceed if Stage 1 results in the council not being able to appoint a successful tenderer following evaluation. Stage 2: If an appointment cannot be made due to uncertainties surrounding the top ranked tenderer(s), following evaluation of the initial tender submissions (Stage 1), a shortlist of up to 2 tenderers/consortia will be invited to negotiate and submit a best and final offer, but the shortlisted tenderers must be within 10 % of the top ranked bidder, otherwise the top ranked bidder may only be invited to negotiate. Negotiations will only be permitted on the following areas: Part 2 — the specification schedule: — complex needs, — housing management, — governance, — service delivery model. Stage 3: Best and Final Offer (BAFO). Submit final tender for evaluation.
