Tender description

The purpose of the requirement is to procure and implement an improved LIMS. The new LIMS software solution will better cover the entire sample lifecycle from initial planning, scheduling and collection through to highly efficient laboratory analysis, with automated workflows and integrated instruments, and final reporting to NRW end users. Along with emerging technologies, such as passive sampling and sondes radio detection equipment, the new system will allow us to provide high quality environmental testing and analysis to effectively process a wide range of environmental sample types (e.g. water, soil, biota and sediment etc) in fulfilling our regulatory obligations. It will also enhance the development of the commercial side of the Laboratory. Lot 1: Core LIMS, instrument, CRM and commercial integration/implementation — direct data capture – test results real time update from laboratory analysers into LIMS without manual intervention, — integration with WISKI for data transfer of approved test results for reporting and data analysis, — issuing of batch runs from LIMS to analysers without manual intervention, — storage, validation and evaluation of proficiency exercise sample data and method development data, — validation and evaluation of analytical methods, — quality management and quality assurance — centralise access and storage of quality control data supporting the quality management system, — migration of historical (results, QCs and existing config – e.g. sample points, dets and methods) and reference data (including code sets and aliasing), — integration with power BI for business as usual and ad-hoc reporting – robust reporting function for user definable output, — provide an ISO/IEC 17025:2017 compliant commercial workflow including, but not limited to, he generation of quotations, invoices, results and certificates of analysis, links to third party applications such as Microsoft Dynamics 365 CRM, — sample registration and storage – recording the delivery of samples to the NRWAS reception and storage details, — environmental incident management – ad-hoc incident management procedures that follow prescribed and traceable processes to ensure that the resulting data can, when applicable, be used as evidence in legal proceedings, — materials management – management of inventory for the laboratory and sample collection, — credentialing of staff against instruments and methods as well as certification for specific sample collection and monitoring activities, — training programme for NRW staff members based at both the analytical services office and some regional planning offices. Lot 2: Planning and scheduling and integration with core LIMS and mobile: — monitoring: creation and management of an annual statutory monitoring programme and links to Lot 1 and Lot 3, — Planning: regional teams planning function to produce local plans based on the NRW monitoring programme, — Scheduling: creation of schedules to visit sample points based on a programme of work and accounting instrument and other downstream resource capacity and capability, — capacity planning: ability to identify spare testing capacity with laboratory analysers, — sample route management for easy, repeatable scheduling of multiple sample point runs, — validation of data against mandatory environmental directive limits and NRW issued discharge permit limits. These limits must be updated from the reference values with minimal, if any, manual intervention, — ad-hoc and retrospective incident planning and scheduling, — training programme for NRW staff members based at both the analytical services office and some regional planning offices. Lot 3: mobile and integration with planning and scheduling and core LIMS — sample collection – ability to easily understand route information and be provided with sample site information, — recording test results at sample sites including metadata and annotations, — integration with NRW’s sample site information database to acquire specific sample site information e.g. specific location, access restrictions, etc., — training programme for NRW staff members based at both the analytical services office and some regional planning offices.
