Tender description

Provision of a Third-Party Intermediary (TPI) to procure energy for NHS Property Services Ltd (NHSPS). NHSPS maintains a preference for a flexible contract over fixed price, whilst also distancing itself from a portfolio-type arrangement in favour of bespoke supply agreements that suit its appetite for risk. The TPI will act on NHSPS’ behalf in all matters relating to the procurement and awarding of electricity and gas supply contracts, up to, but excluding the acceptance of offers and entering into contract, which will be undertaken by an employee of NHSPS. The services to be provided shall cover the following: — energy procurement, — budget forecasting – annual with quarterly updates, — data management for access to energy data, — additional services, — energy management services, — MOP management, — power purchase agreements, — demand response/frequency response. This competition is open to all provider(s) who wish to offer expressions of interest and submit a proposal. The key objective(s) of this competition are: — to adopt a strategic UK partner to work with NHSPS for energy procurement, — to source a competitive end-to-end managed service.
