Tender description

Sheffield Teaching Hospitals NHS Foundation Trust (STH) wishes to engage with organisations who are interested in being potential providers of a leased CHP facility for the Trust’s Estates Department. A brief description and the critical elements of the service specification are listed below. STH is keen to understand your organisation’s interest. The purpose of this PIN is to encourage any organisation interested in providing a leased CHP facility to engage with us. STH is keen to receive any feedback and would like potential providers to submit a written overview of what they are able to offer. STH will not be liable for any costs incurred by those expressing an interest in tendering for any future contract activity. The Estates Department is looking for a leased CHP solution that will help to optimise its energy service provision to all wards and departments across all buildings of Sheffield Teaching Hospitals’ Northern General Hospital site. Essentially, this new solution will supplement the traditional boilers providing heat to the hospital whilst generating electricity to reduce reliance on local electrical Distribution Network. The solution must interact with other engineering systems to ensure proper control as well as improved efficiency in energy consumption. Service Area The Hospital site GIA is 182 812 m2, utilises circa 26 000 000 Kwh of electricity annually and annual heat demand of circa 20 000 000 Kwh (all figures are approximate). Estates services: the role of the Estates Department is to provide a fully comprehensive Estates management service to the Trust, including operational maintenance and the capital development of Trust assets, equipment and services. Key requirements: A. System capacity: in order to address the base load requirements of the site the system must: (i) be of a capacity of approximately 1 — 1,2 MW (+ or — 10 %); (ii) provide an appropriate balance of electrical and heating output. B. Functionality: the facility must provide: (i) a suitable level of guaranteed availability; (ii) provide all maintenance in respect of the leased plant; (iii) a suitable term of contract, with acceptable options to address changes in Trust circumstances; (iv) C. Standards: the systems must be compliant with all statutory requirements, particularly in respect of emissions and impact on the environment. D. Training: the supplier must provide guidelines and training for the use and support of the system. E. Technology: the system must be able to interface with any relevant hospital systems, e.g BMS. F. Sustainability: the supplier must commit to keeping its system up-to-date with the latest releases of hardware and operating system, patches and fixes. G. Security: (i) the system must ensure that only authorised users have access to the equipment, devices and data and in accordance to the restrictions for their role. H. Audit: all activity on the system must be monitored and recorded and be available for query/reporting by Users in accordance with the level of access granted by their role. Affordability: (i) please provide details of solution costs, leasing model and costs, implementation, installation requirements, training and the on-going costs to maintain and support the solution. Implementation: (ii) please provide examples or reference sites of where your solution has been implemented and supported within the NHS and/or other health care, or comparable, organisations and how your organisation adheres to public sector policy requirements; (iii) please provide your methodology and timescales for implementing the Installation of the system; (iv) please outline whether your solution is an ‘off-the-shelf’ product, an adaptation of a standard product or whether the solution is yet to be developed.
