Summary of the work The Enterprise Architect role co-ordinates the development of architectural requirements and leads the population/development with coherent and consistent architectural views. The individual is responsible for establishing the scope of the enterprise in question, setting down architectural principles and vision and for ensuring the rigour and integrity, together with associated deliverables. Specialist role Delivery manager Expected Contract Length Initially 12 months with the right to extend, under Home Office Control, until end of Dec 2019. Latest start date Saturday 23 June 2018 Maximum Day Rate Up to £1,700 ex VAT per day Standard 8 hour working day, includes expenses to base location agreed with the Home Office. Additional expenses only paid with prior approval of the Home Office Who Speclialist Work With The HO Digital, Data and Technology (DDaT) is currently transitioning away from an outsourced arrangement and progressing to the deployment of an in-house managed Enterprise Service Arrangement. The individual will be working with a large team supporting the wider Home Office and related departments, bringing them together as one coherent unit. The team will have a mix of Home Office employees and other consultants/contractors - each focused with achieving the goal of an Enterprise Wide solution. This is a new structure that is developing over the next few months and the individual will provide significant guidance as it grows. What Specialists Work On The responsibilities will be: • Lead the overall design capability across EST Programmes; • Monitor progress of transformation; • Undertake analysis to support design activities; • Produce plans and estimates to include: o Development/update of transformation maps; o Development of PIDs; o Produce cost estimates; • Provide advice and guidance on: o CMDB; o ServiceNow; o Data Handling; o Demand Management; o Service Catalogue Development; • Support procurements; • Support the mobilisation; • Run the ODA (or Service Design Authority); • Drive standards and approaches to design; • Represent Enterprise Services to other programmes; • Support business change team. Skills & Experience • Demonstrate Leading Large Scale Enterprise Service transformations • Well versed in the UK Government 'Ways of Working' • Recently worked for Central Government Deparments • Ability to build, lead, develop and motivate high performing and well balanced delivery teams • Strong strategic insight to help shape a department moving forward • Current experience of UK Government IT transformation/transitioning • Recent demonstratable experience of delivering complex/challenging services • Able to bridge the gap between the business need and the techinical solution • Can demonstrate that they have lead large teams in this service area • Able to meet the skills highlighted for this role Nice to Haves • Strong interpersonal Skills • Ability to develop MI reports in timely manner • Can demonstrate that they have the ability to identify opportunities to improve the service or make cost savings Work Location Home Office, Lunar House, 40 Wellesley Road, Croydon, CR9 2BY Working Arrangments Your primary location will be Croydon and you will be expected to work on-site most of the time with some travel to other Home Office locations across the UK. You will need to be on-site because the role will see interaction with key individuals across the Home Office campus and the majority of this interaction will be face- to-face. Expenses will be within your daily rate for your regular work location. Additional travel expenses will be available should you need to travel to other sites outside London. The Home Office also supports flexible working (when possible), at the managers discretion, Security Clearance Have SC clearance, or capable of getting SC clearance quickly. Pre existing SC clearance is not essential but is preferred. Qu: Is the an incumbent in this role? An: At present there is an incumbent but we are in the process of extracting all the knowledge they have built up so that a new person can take what has been done and continue to offer the Service moving forward. 2. Qu: Is this within IR35? An: This role is outside of IR35 and the individual will be tasked with providing a service with defined deliverables 3. Qu: Could you please confirm that the latest start date is correct as Saturday 23 June? An: Monday 25th June 4. Qu: You have stated up to £1,700 per day for this position. We have a ceiling on the rates we can submit for the application. Will you consider higher rates from us once we get to the next stages for the opportunity? An: This is our indicative day rate based on the knowledge that this will be a level 7 strategic role on SFIA standards. We have reviewed the DB of available information and set accordingly, but we are looking to bring the person in at the most beneficial rate for the experience they have. On this basis we may accept better rates following on the first phase of evaluation. 5. Qu: stating a start date of June 23rd... I feel current SC will be critical....Please advise... An: we are trying to maintain continuity around the projects that are being dealt with hence the start date. It would be ideal if the individual already carried SC clearance that could potentially be ported over. 6. Qu: Are you keen on the candidate having recent experience in government transformation? We think this would narrow it done to a few candidates as there are candidates who suit the skills required for this role but have gained their experience in large private sector organisations. please advise An: As this is part of an ongoing transformation programme, the Home Office cannot afford the time to bring a person with no Major Department Public Sector experience, up to speed with the intricacies of working in this type of environment. The preference for existing SC clearance also means that Private Sector incumbents would take longer to get on site. 7. Qu: Is there an incumbent already in this role and allowed to re-tender? Why I ask is 1 week from deadline to start date seems to be a short time frame An: There is an individual doing this role at present as part of a large Service Management arrangement that was put in place 2 years ago. It was planned to extend the support, but due to the regulations and internal changes at the Home Office this plan changed recently.We have a short time frame because we need to keep an active transformation programme moving forward.Could the incumbent Supplier respond? Potentially yes but that is their commercial decision
