Tender description
Devon County Council (DCC) is seeking an engineering consultancy organisation to provide a broad range of professional services associated with the delivery of transportation and civil engineering schemes. The professional services organisation should expect to lead or assist with a variety of project types, including without limitation in connection with: — highways, bridges and structures, — walking and cycling, — street lighting, — traffic management, Intelligent Transport Systems (ITS) and traffic signals, — waste management, — highway depots, — flood risk and coastal schemes, — park and ride/change, — public and passenger transport, — public realm/town centre enhancements, — car parks, railways and canals, — projects around future mobility and emerging technologies. In addition, DCC may also commission services on behalf of other second tier local authorities within the geographical Devon boundary. Torbay Council and Dorset Council will also have the option to enter into their own separate contracts with the successful consultant. In order to progress such projects, the consultant should expect to undertake a broad range of activities including without limitation: — Feasibility studies and option appraisals — Transport planning and studies — Travel planning — Traffic counts, road side interviews, transport modelling and economic appraisal — Hydraulic modelling [1D hydraulic modelling (underground pipe networks and simple rivers), 2D hydraulic modelling (surface water and out of bank river flows) and integrated 1D/2D hydraulic modelling (combination of the 2)] and economic appraisal — business case development and bid preparation, — public consultation and liaison, — planning applications, — statutory orders e.g. CPO or SRO, — public inquiries, — design, — geotechnical reporting and design, — surveying and geomatics, — project management, — financial management, cost control and quantity surveying, — bridge inspection, assessment and design, — preparation of contract documents and works information for site investigation and construction works, — procurement, — construction supervision and contract management, — audits and recommendations, — 3D modelling and visualisations, — environmental design, reviews, impact assessments and statements, — studies and reports, — secondments, — data collection and analytics. The consultant shall provide services in parallel with DCC’s own Engineering Design Group. Commissioned services are likely to relate to work that the employer cannot undertake itself, either due to organisational capability or capacity. The consultant shall be required to second staff into the employer’s design or client teams, to be located in the premises of and under the direction of the employer. The consultant will also need to support the employer’s planning/development management functions through provision of design reviews, environmental and planning advice.
