Summary of the work To act as SCIDA for delivery of outputs & delivery assurance of ISS IntSys ICT projects, typically (but not exclusively) involving the development & implementation of ICT products and services (e.g. Telephony, MOD ICT services, Secure Voice, VTC Broadband etc.) to meet identified business needs. Specialist role Delivery manager Expected Contract Length 7 months with optional 2 x 6 month extensions Latest start date Monday 9 September 2019 Who Speclialist Work With The specialist will work closely with stakeholders from a number of JFC ISS teams: Design & Architecture, Service Management, Accreditors, Networks, Infrastructure and specific Project Teams. Due to the nature of the work a requirement to limit the "need to know" to as small a number of personnel as necessary, the specialist must be proficient in the broadcast range of disciplines, although more than one individual within the resource may be acceptable. What Specialists Work On On behalf of an JFC ISS Programme team, they will be responsible for ensuring the installation and maintenance of ICT systems at sites across the enterprise in line with Resilience, Technical Security and Safety policies. Note: SCIDA has authority over physical and environmental aspects of installations and design standards, procedures and requirements. The SCIDA will provide technical assurance of service opportunities that each service requires to operate successfully. These elements may include hardware, infrastructure, technical documentation and drawings, ICT facilities, security infrastructure and so on. Skills & Experience • Evidence of appropriate education and training in a relevant field (SCIDA) - Mandatory (30%) • Experience of working on ICT Systems in compartmented certified environments. Demonstrable experience in classified domains and Intelligence Community (10%) • Demonstrable experience and knowledge of Service Validation and Acceptance of ICT services (20%) • Knowledge of security architecture required in compartmented certified environments; including policies and constraints associated with ICT Systems and working knowledge and evidence of using MOD JSP's 440 and 604 (15%) • Experience delivering ICT Systems into complex environments (e.g. Maritime, Deployed) and with other teams (e.g. Networks) (15%) • Proven track record of successful delivery of SCIDA services for complex ICT projects within challenging multi-stakeholder environments and on an international stage. Evidence and examples (10%) Nice to Haves • Evidence of appropriate PM education training in a relevant field, with evidence of on-going education (e.g. APM, Prince2, MSP etc) (10%) • Demonstrable knowledge of Service Integration and Management (SIAM), Operational Service Management (OSM) and Service Management processes in higher domain space (20%) • Experience of working on ICT Systems in compartmented certified environments. Demonstrable experience in classified domains and Intelligence Community (20%) • Experience implementing MOD C4ISR services (20%) • Proven experience working in ICT Transition Planning and Support environments. Evidence of ability to develop/maintain plans for migration of ICT Systems and undertake formal quality reviews of technical/documentation products (20%) • Experience of Change Control processes including delivery of significant changes to ICT Systems (10%) Work Location Swindon and Corsham. There is a requirement for frequent additional travel to various MoD premises and Industry partner locations in the UK (in line with MoD rates). Working Arrangments Not to be seen as an 100% office based requirement. The working day is 8 hours to include 30 minutes for lunch, 5 days a week. The SCIDA will have to visit sites across our estate in order to able to complete the deliverables (in line with MoD rates). This individual will report to the XX Programme Manager in XX. Security Clearance The specialist will be required to hold a Valid DV for the duration of the task and must be a single UK National with the ability to obtain further clearances. Additional T&Cs Please note that all interested bidders will be required to hold a Cyber Essentials Certificate in accordance with the Cyber Risk Assessment reference RAR-5D42JJH9 generated in accordance with the contract requirement. If your company doesn't currently hold certification then an implementation plan will need to be submitted to the Authority highlighting how one will be obtained. Can we assume their is no requirement to include a T&S budget within the proposal as this will be paid separately based on current MOD rates? There is a T&S LoL included within the funding approval. Additional expenses incurred may be claimed subject to MOD Sponsor approval, e.g. if the consultant has to travel to somewhere outside of the stated areas of Swindon/Corsham; and will be agreed with the Sponsor before travelling takes place. Expenses shall be presented to the Sponsor along with the monthly timesheet and shall include a photocopy of receipts for official MOD sign off. Claims for expenses are to follow current Civil Service practices in regard to Travel and Subsistence and, where possible, MOD Rail Warrants or Travel Cell, will be used. 8. Is there a suitable skilled and qualified draftsman to convert all manufacturers’ drawings into agreed SCIDA drawings as required on a suitably classified IT system? The Programme suppliers will produce drawings in the appropriate format for SCIDA to review. 15. Can you elaborate on rough number of days/week to be spent at Corsham or Swindon? It is estimated that this is a 1 FTE (Full-Time Equivalent) role covering 5 days a week apart from when tasked to visit other sites. 16. Can you advise on approximate number of sites to be covered across the UK? This should be interpreted as any location within the UK estate. Apologies, but it is difficult to elaborate in more detail due to the classification level associated with this programme of work. 17. Can the role be undertaken at other MOD sites? Or at another suitable location on a MODNet laptop? The role needs to completed across the Estate. Therefore, the resource will be mobile; working from the base site. 18. Will the specialist be required to operate the JSP 604 5 part change control process? Yes. 19. Where there is an existing SCIDA engineer in situ at a site, who will then be responsible for authorising the ECR part 3 and part 5 of the 5 part process? This will be a joint responsibility, subject to classification. 20. Is there a drawing office in place to hold/store all of the design and as fitted drawings at the appropriate classification level? There is no drawing office, but some drawings do exist.
