The Council requires a range of placements to meet the needs of children and young people in care. The Council is seeking to commission a supported accommodation service to provide crisis accommodation and support for young people aged 16+. It is intended that this service is iterative in nature; developing and adapting over the period of the contract with system partners, to refine the service offer according to the needs of the young people placed. For some young people, living in a foster placement or children’s home will be challenging. These young people are likely to require a placement which allows them greater independence and choice, while recognising the extent of their vulnerabilities. These young people may require crisis accommodation and support in the following circumstances: — crisis: breakdown of care placement or relationship with family members, — pre-crisis: potential breakdown of care placement, — assessment: to allow space for a period of assessment for those young people who are late entrants to care (aged 16+), which information in relation to their needs is limited. In addition, short term provision may be needed for young people as part of their transition from their care placement to independent living. In these circumstances, the crisis accommodation and support service may be used to provide a focused period of intensive support to develop independent skills.
