Sandwell Metropolitan Borough Council (the Council) is seeking to establish a contract to deliver short term support within a supported accommodation setting to vulnerable adults (over 18) who are at risk of becoming homeless. The service will work closely with other homeless prevention services commissioned by Sandwell Council including Supported Housing for Single Adults services, SWEP and Housing First, etc. to reduce homelessness within the Borough. The contractor shall work with service users, offering support to overcome barriers and develop skills which will enable them to source and sustain a permanent tenancy of their own. The Borough Council of Sandwell is seeking expressions of interest from suitably experienced and competent providers of a safe place to stay and assess accommodation-based housing related support service and participants are advised that as the services sought pursuant to this notice are social care services and therefore subject to the ‘light touch regime’ as set out in Regulations 74-77 of the Public Contracts Regulations 2015 it is not subject to the full obligations of the procurement directive but are nonetheless subject to the general obligations of transparency, equal treatment and non-discrimination. Participants should not infer from any references to the Authority using a process or tender documents which are similar to one of the mandatory procedures that the Authority is following one of those procedures. This procurement has not been split into lots to benefit from the economies of scale and to attract greater interest by having a higher value specialist opportunity. The duration of the contract is 2.11.2019 to 1.11.2020 with the option to extend for up to 2 further years.
