Summary of the work Establishing and maintaining the End-2-End Programme Plan, •Holding teams accountable for updates to the Programme plans, •Maintain Programme dependency and milestones tracking to feed reporting •Generating MI reports, •Establish and maintain a set of reporting tools and templates for Programme governance needs, •Drive Planning and Reporting standards across the Programme. Specialist role Programme manager Expected Contract Length Up to 12 months. Initial SoW will be for 6 months Latest start date Monday 3 June 2019 Maximum Day Rate £600 per day maximum. Higher day rates will not be considered due to budget constraints Early Market Engagement None Who Speclialist Work With You will work as part of the Programme Management Office team and will engage with the different stakeholders from wider DDaT as well as all programme projects / work streams. Outputs from this post will be used internally and externally at Programme and Portfolio levels and may also be used to feed external communications such as awareness campaigns and briefings to the media and Home Office Permanent Secretary. What Specialists Work On • Establishing and maintaining the NLEDP Integrated End-2-End Programme Plan • Holding teams accountable for regular updates to the Project and Programme plans • Maintain Programme dependency and milestones tracking to feed Programme reporting • Generating Management Information (MI) reports • Provide planning guidance and support to all workstreams • Establish and maintain a standard set of reporting tools and templates in line with Programme governance needs. • Drive the adoption of Planning and Reporting standards across the Programme Skills & Experience • Experience of working as an experience Programme Planner on large scale, complex IT programme(s). • Extremely proficient in MS Project including dependency management and critical path tracking although Primavera P6 planner with MS Project skills will be considered, • Experience of driving multiple suppliers to ensure the master, Programme plan (and associated reporting artefacts) are provided in line with regular governance cycles, • Experience in generating Management Information (MI) reports, ideally automatically, for multiple audiences including project reviews, programme delivery review, leadership team and board executives • Excellent written and verbal communication skills, providing effective summaries & briefings for all stakeholders including material which could be used for external audiences, • Ability to be proactive, and able to work in a fast-paced environment, managing their own time and priorities effectively, • Strong interpersonal skills and the ability to build effective relationships with colleagues at every level within an organisation • Close attention to detail, good organisational skills, and the ability to develop and implement effective processes Nice to Haves • Understanding of a range of structured programme and project management methodologies including Agile and PRINCE2 • •Experience of planning within the context of multiple commercial constructs with multiple suppliers. Work Location Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA There will also be a requirement to work at Home Office, 2 Marsham Street, London SW1P 4DF. Working Arrangments A typical working day is 9am-5pm, however working outside of these hours may be required due to business/project need. The role requires flexibility as individuals may be required to work at any of the Customer premises and/or at supplier sites. The role is currently deemed out of scope of the IR35 regulations. However, at the point of contract award to a successful supplier, the IR35 assessment will be re-visited based on the individual circumstances of the DOS Specialist. Security Clearance Must be prepared to obtain SC level security clearance, required for access to Home Office facilities/deliverables, if not already SC cleared. Must also be prepared to undergo NPPV-3 (Non Policing Police Vetting). Additional T&Cs T&S will not be payable for travel to sites within the M25. Travel outside of the M25 will be subject to HO T&S policy . Please can you confirm if there is a current incumbent in the role? There is, on a part-time basis, but they will exit the programme in the next few weeks. This advert seeks to replace that person on a full-time basis. 2. What is the IR35 status? As stated in the advert, The role is currently deemed out of scope of the IR35 regulations. However, at the point of contract award to the successful supplier, the IR35 assessment will be re-visited based on the individual circumstances of the DOS Specialist. 3. Can you please confirm if you would support the SC process or not? Yes, we will support the SC process for the successful candidate 4. Is there any chance for the primary location to be Marsham Street? As the Programme is based in Croydon, the primary location has to be there rather than Marsham Street. 5. I have spoken to a specialist this morning who was interviewed for a similar role last week – can the authority confirm if they have looked at alternative routes to market ahead of using this framework ?If so was their any specific feedback that you can share as to why you were not successful ? We have looked at alternative sourcing routes but decided on using DOS as provides the widest choice, in this instance, of potential applicants. 6. Could we know who will be reviewing the evidence please? The DOS selection process is being led by a Civil Servant. 7. Hello – could you confirm the likely split between Croydon and 2MS please? The likely split will be 95% Croydon and 5% 2MS. The candidates should be prepared to work in either location to support the Programme's needs. 8. Please could you advise anticipated timescales/dates for shortlisting, interviews and award of contract? We anticipate interviews taking place during w/c 20th May 2019 but cannot guarantee this. We cannot, at the moment, give a view on a contract award date.
