NHS Devon CCG, NHS Kernow CCG and Plymouth City Council (the Commissioners) are launching a formal process to commission an Integrated Care Partnership (ICP), for the adults and older people services for the Western Locality of Devon. This procurement consists of 2 lots. Lot 1: Integrated Care Partnership. The ICP will bring together Community Health, Adult Social Care, Acute, Mental Health and Learning Disability Services to be delivered in line with the Devon STP Blueprint for the Integrated Care Model. This is commissioned by NHS Devon CCG, NHS Kernow CCG and Plymouth City Council. Lot 2: Mayflower Medical Group. NHS Devon CCG (the commissioner) under delegated commissioning also seeks to commission Alternative Provider Medical Services (APMS) primary care services in Plymouth. Lot 1: Integrated Care Partnership Following extensive design and consultation work, NHS Devon CCG, NHS Kernow CCG and Plymouth City Council (the Commissioners) are now launching a formal process in order to source an Integrated Care Partnership (ICP), for the delivery of Community Health, Adult Social Care, Mental and Learning Disability Services for Adults and Older People in the Western Locality of Devon. In 2014, Plymouth’s Health and Well-being Board articulated a vision based around 3 pillars of integration: — integrated commissioning: building on co-location and existing joint commissioning arrangements, the focus will be to establish a single commissioning function, the development of integrated commissioning strategies and the pooling of budgets, — integrated health and care services: focus on developing an integrated provider function stretching across health and social care and providing the right care at the right time in the right place. An emphasis on those who would benefit most from person-centred care, such as intensive users of services and those who cross organisational boundaries, — integrated system of health and well-being: a focus on developing joined-up population-based public health, and preventative and early intervention strategies. Built on an asset-based approach focusing on increasing capacity and assets of both people and place. The intention of commissioners is to commission an integrated care partnership through one overarching contract with a single provider. Commissioners have agreed not to specify organisational form, which it is recognised could be a single organisation or prime provider model. Commissioners will however be expecting the integrated care partnership to have integrated governance arrangements, integrated executive and senior managements arrangements and a single workforce plan. It should also be noted that there is currently an intention, in year 2 of the contract for a number of smaller mental health contracts, currently held by the CCG, to novate to the integrated care partnership. As a minimum, the provider(s) will be commissioned to be responsible for the delivery of the following: — community health, — adult social care, — community mental health services, — community learning disability services. This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the commissioners. The contract will be for a term of 10 years (the target commencement date is 1.7.2020). At the end of the 10 year term the commissioner will have options to extend the initial period by any period or periods up to a maximum of a further 5 years. The commissioners reserve the right to modify the contract under Regulation 72 of the Public Contracts Regulations (2015). Lot 2: Mayflower Medical Group NHS Devon Clinical Commissioning Group (the Commissioner) with delegated authority to sign on behalf of NHS England under statutory delegation seeks to commission Alternative Provider Medical Services (APMS) primary care services in Plymouth. Mayflower Medical Group Procurement is an exciting opportunity to provide quality primary care services working at scale within the city of Plymouth and help shape primary care services for the future. This opportunity has arisen as a result of a number of primary care contract handbacks with 3 practices’ contracts forming the Mayflower Medical Group Procurement. Following patient engagement and an analysis of need, Ernesettle Primary Care Centre (10 700 patients), comprising 3 sites: Ernesettle, Mount Gould and Trelawny was re procured in 2017. Freedom Health Centre and the Ocean Health Group, providing services at 3 sites; Stirling Road, Chard Road and Collings Park, resigned their PMS contracts. There is currently a step-in provider working to an APMS contract until 31.3.2020. In response to the service need arising from these changes in some of the more deprived areas of the western and southern parts of Plymouth, Devon CCG is taking this opportunity to draw together the primary care provision working across the 5 remaining sites, following the closure of Chard Road, to procure a new primary care provider. This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner. The contract will be for a term of 7 years (the target commencement date is 1.4.2020). At the end of the 7 year term the Commissioner will have one extension option for a further 3 year period.
