Tender description
This is part of the national Improving Access to Psychological Therapies (IAPT) programme, which began in 2008 with the aim of transforming the treatment of adult anxiety disorders and depression in England. The subsequent NHS published priorities in this regard concern: — expanding IAPT services so that, both nationally and locally they will move from seeing around 15 % of all people with anxiety and depression each year (2016/17) to 25 % (2020/21), and all areas will have more IAPT services. In Wakefield this equates to 10 550 people per year accessing IAPT treatment by 2020-21. — focusing on people with long term conditions. From April 2018 all clinical commissioning groups were required to offer IAPT services integrated with physical healthcare pathways. 2 thirds of people with a common mental health problem also have a long term physical health problem, greatly increasing the cost of their care by an average of 45 % more than those without a mental health problem. By integrating IAPT services with physical health services the NHS can provide better support to this cohort of people and achieve better outcomes. The advent of the NHS published priorities came after the completion of a competitive tendering process for the incumbent service provider of evidence-based psychological therapies in Wakefield and District. The benefit of continuity, by utilising a single provider to expand access and to focus on individuals with long-term conditions, is deemed to outweigh the benefits of having more than one provider, and competition. In the procurement of the current service the contract offer was an initial 3-year contract, with the commissioner option to extend for 2 separate 1-year lots. The current contract runs from 1.9.2016 to 31.8.2019. The 4th year (as described below) is the first 1-year extension. Contract value (Note that the contract year runs from September to August); Year 1 (Sep 16 to Aug 17): 2 758 870,53 GBP; Year 2 (Sep 17 to Aug 18): 2 754 327,60 GBP + 182 125 GBP = 2 936 452,18 GBP; Year 3 (Sep 18 to Aug 19): 2 799 858,46 GBP + 612 425 GBP = 3 412 283,64 GBP; Year 4 (Sep 19 to Aug 20): 2 799 858,46 GBP + 500 431 GBP = 3 300 289,53 GBP. The additional funding totals 1 294 981 GBP. Whilst it has been split over 3 contract years, the additional funding actually covers 2 CCG financial years as follows: 2018/19: 437 099 GBP; 2019/20: 857 882 GBP; Total: 1 294 981 GBP.
