Tender description

Swansea Council has published this Prior Information Notice (PIN) as part of a market engagement exercise to try and identify potential interested organisations that have the expertise in delivering accommodation and support for people who are homeless. Swansea Council have published this Prior Information Notice (‘PIN’), to try to identify potential interested organisations as part of market engagement that have expertise and experience in delivering supported accommodation for people with a range of support needs which will include the following: — people who are homeless, — people with substance misuse issues, — people with mental health conditions, — people who have, or at risk of becoming involved with the justice system, — people with experience of Adverse Childhood Experience’s, — people at risk of experiencing exploitation, — people who are vulnerable. Swansea Council are open to consider different innovative models of supported accommodation which provide flexible housing and support options to maximise strengths and resilience and improve outcomes for people supported. It is imperative that the models proposed enable people to develop skills to live as independently as possible in accommodation with appropriate levels of support. The Council would be interested in hearing from organisations, if you would be able to deliver accommodation and housing related support with the capacity to; 1) Deliver support to a minimum of 25 people who are homeless with a range of support needs as outlined above; 2) Deliver a specific women only model of accommodation and support for up to 10 women with a range of support needs which may include substance misuse, mental health, and domestic abuse; 3) Identify suitable accommodation units in which the support will be provided; 4) Work with a range of landlords across all tenures to ensure that a pathway of move-on accommodation is available if appropriate; 5) Deliver a harm reduction approach to substance misuse; 6) Deliver a service in a psychologically informed and trauma-informed way. To this end, interested parties are invited to initially submit an expression of interest to the supporting people team at Swansea Council: Supporting.People@swansea.gov.uk no later than the 26.7.2019 with the following information 1) Name of your organisation and brief description of its background and experience; 2) Would you be interested in tendering for the service described above? If yes, please explain full detail of what you are able to provide; 3) Do you have the current capacity to deliver the required objectives and availability of resources? 4) Any other comments or suggestions.
