Tender description

Renfrewshire Council seeks a contractor to design, build and operate a biomass boiler at the underwood road depot. The Council seeks a contractor to design, build and operate a biomass boiler (including the supply of fuel and carrying out of planned and reactive maintenance) at the underwood road depot. The project comprises 2 specific phases: Phase 1: design and build of the biomass energy centre; Phase 2: operation and maintenance of the biomass energy centre. The successful tenderer will be awarded a contract in respect of each phase. Phase 1 will involve the installation of a biomass energy centre and wood fuel store in the yard at underwood road between the vehicle workshop and taxi workshop. The energy centre will connect to the buildings by means of a new district heating distribution pipework. This will be contractor designed and the contractor will also be responsible for all planning, building warrant, clean air act and other statutory requirements as well as securing Renewable Heat Incentive (RHI) for the project. The Phase 1 conditions of contract for will be SBCC design and Build 2011 Edition with employers amendments. Phase 1 contract is anticipated to be awarded on the 6.7.2019 with completion by 31.1.2020. Phase 2 will involve the supply of fuel to the biomass plant, operation and maintenance of the biomass equipment, heat supply and metering. The Phase 2 conditions of contract will be in the form of an energy supply agreement. Phase 2 contract shall commence when practical completion has been achieved under the Phase 1 contract (anticipated to be 31.1.2020) and run for a period of 7 years with the option by mutual consent to extend for a further 3 years up to a maximum contract period of 10 years. For the avoidance of doubt, both contracts (Phase 1 and Phase 2) will be entered in to with the successful contractor following completion of the procurement process. Renfrewshire Council is seeking a payback of no greater than around 10 years. Tenderers must submit for both Phase 1 and Phase 2 for their tender submission to be considered.
