Tender description

Communications control system: Command and control system: the Ministry of Defence has an enduring requirement to deliver a Deployable Air Surveillance and Control System (DASACS) capability to the Royal Air Force. In order to maintain the existing DASACS capability, a technical solution is required which will include the procurement of a new Deployable Voice Control System (DVCS) to operate alongside the Air Defence Systems Integrator to integrate, manage and record all modes of voice communication employed during DASACS operations. This requirement is for the procurement of a new DVCS and in-service support. It is expected that the DVCS will be capable of operating as a stand-alone voice communication system. It will also integrate, manage and record all voice communication channels used for DASACS. This will enable DVCS users to interact with a single system for all voice communications and provide coherent and auditable mission records for Joint Battlespace Management, which encompasses tactical air command and control and shared situational awareness. The DVCS will be required to interface with external voice communication sub-systems such as radios, telephony, remote radios, satellite communications and voice over internet protocols. The stand-alone system is expected to be readily deployable and resistant to worldwide operational environments. It is expected that, given the anticipated time frames for Initial Operating Capability in 2020, the DVCS will be mature and within the supplier’s range of existing products. The Authority shall set out the procurement process to be followed in the invitation to tender.
