Tender description
Denbighshire County Council and Conwy County Borough Council require a third party operator to provide reception, storage and bulking of residual waste (Approximately 21,000 t per annum Conwy and approximately 10,000 t per annum Denbighshire). Denbighshire Council and Conwy Council require the use of waste transfer loading facilities for the reception, bulking and loading of residual household waste collected by the authorities within their geographical administrative areas. Other waste streams to be delivered requiring reception, bulking and loading may also include commercial residual waste, street litter bin waste, fly tipped waste and residual waste collected at Recycling Centres or other types of waste the Council is required or empowered to collect by statute, and any additional types of waste arising from the activities of the Council. Conwy Council and Denbighshire Council are required, through an inter authority Agreement of the North Wales Residual Waste Treatment Partnership (NWRWTP), to deliver residual household waste, known as ‘Contract Waste’, to an Energy from Waste Facility (EfW) in Shotton, Flintshire known as Parc Adfer. Both Local Authorities require interim waste transfer station services from the commissioning date of the EfW facility, anticipated to be no earlier than the 1.5.2019. The EfW contractor is obliged to provide 20 days’ notice of the commissioning date to the local authorities. Therefore, the contract start date of the residual waste transfer contract will be the commissioning date of the EfW contract, for which the Council will provide the contractor with 19 days’ written notice. Haulage services to transfer the waste to the EfW facility are out of scope of this procurement and will be provided by the NWRWTP. The contract is divided into 3 lots, the third lot being a variant bid (Denbighshire and Conwy Combined). The same contract specification applies to all lots. In the event that services are supplied to both lots by the same contractor operating from the same waste transfer loading station, then the contracts will be managed by the Lead Authority, Denbighshire Council. In any other scenario, Lot 1 and 2 will form separate contracts and managed by each corresponding Council. Lot 1 is for services for Denbighshire’s contract waste (approximately 10,000 tonne per annum) arising from the North of the County. The operating depot is Kinmel Depot, Bodelwyddan, LL18 5UX. Lot 2 is for services for Conwy Council’s contract Waste (approximately 21,000 t per annum) arising from across the entire County. The operating depot is environment, Roads and Facilities Depot, Conwy Rd, Mochdre, Colwyn Bay, LL28 5AB Lot 3 is a variant bid (Denbighshire and Conwy Combined). Due to the cost of delivering local authority waste to locations further afield, only waste transfer loading stations within 18 miles of the corresponding operating depot(s) will be considered. Scoring of bids will take into account miles travelled by each Councils’ waste collection fleet in the assessment of overall cost to the authority in the evaluation of the ‘Price’ element.
