Tender description

Durham County Council (the Council) has its own internal design and print department. The department’s professional and highly qualified staff along with effective use of the latest technology enables the Council’s design and print section to offer a high quality service providing the majority of design, promotional, print and mailing needs of the Council. The vehicle graphics and signage printing capabilities of the Council’s design and print are however limited and therefore the Council wishes to set up a framework panel of 3 suppliers who are cost effective with good levels of quality, are capable of delivering within short timescales, comply with current legislation and are recognised as an environmentally responsible organisations. Suppliers will be required to provide a comprehensive, effective, efficient and economic service for the supply of vehicle graphics and signage requirements within the scope of this framework. Suppliers will be required to provide a comprehensive, effective, efficient and economic service for the supply of vehicle graphics and signage requirements within the scope of this Framework. Please see below the variety of items that can be required (please note this list is not exhaustive): — full vehicle wrap to be applied to a car includes printing and fitting, — full colour rear half including rear doors vehicle wrap to be applied to a mini bus includes printing and fitting, — A5 laminated vinyl stickers, — A5 reverse printed self adhesive, — A6 reverse printed self adhesive, — 100 mm dimaeter circular reverse printed self adhesive, — full colour logo 30cm x 80cm and white vinyl text string 11cm x 20cm includes printing and fitting, — full colour print on 4mm white correx 1524mm x 508mm (Bus back), — full colour print on white dibond 2m x 1m, — full colour print on white dibond A0, — full colour print on white dibond A1, — full colour print on clear vinyl in reverse backed up with white, 3m x 1m (Window graphics), — full colour print on white Correx 4mm thick 2m x 1m. It is estimated the annual average spend on this framework is approximately 80 000 GBP this figure is provided as an estimate only and we cannot guarantee future levels of expenditure. The Council will award places on the framework to a maximum of 3 suppliers. The 3 suppliers with the highest scores following the evaluation of this framework will be successful. The Council may place orders for specific items with all 3 suppliers who are awarded a place on the framework. The Council will identify an item when required. The order will be placed for each specific item with the supplier who has submitted the lowest fixed cost for that particular product. After 6 months the framework will be subject to a price refresh, this price refresh will be evaluated 100 % on price. The Council reserves the right to amend the % weightings for each product when a price refresh takes place. A price refresh will be carried out every 6 months for the full duration of the framework. The Council will issue a further competition based 100 % on price when there is a requirement for a project which requires a range of products and the Council has determined it would be more efficient to use one supplier. The Council may also issue a Further Competition when it has bespoke requirements. The use of a further competition is at the sole discretion of the Council. (In certain instances the Council may decide to use quality criteria as part of the assessment of the further competition).
