Tender description

NHS Enfield Clinical Commissioning Group wishes to engage a practice or organisation to care take the Ordnance Road Unity Centre for Health. The practice operates from the Ordnance Unity Centre, which is a multi-use building, which also has a Dental Practice and Library operating from the premises. The practice address is 645 Hertford Road, Enfield, EN3 6ND. The successful Bidder will be required to provide general medical services at the address of the Practice referred to above, using the current clinical staff and non-clinical staff, where employed, to ensure some continuity of service provision for patients. The successful Bidder will also be required to ensure that the Practice is managed and run to meet the needs of the registered patients, ensuring that high quality general medical services are provided in a consistent and accessible way. This will include providing clinical leadership to the practice team at the Practice and ensuring robust governance processes are in place. The successful Bidder will also be required to sign a lease or license of the premises with the current owner of the premises. The caretaking contract will be an APMS contract and procured for a period of 6 months. The contract will take effect from Tuesday 1st October 2019 until 31st March 2020 (unless terminated earlier or extended by NHS Enfield CCG). Prospective bidders are requested to note that, due to operational necessity, the start date for this contract is 1st October 2019. Commissioners plan to identify and appoint a caretaker by no later than Monday 12th August 2019. This will then provide the caretaker no less than 6 weeks to mobilise before the contract award and start date. Please only submit a response if you can achieve the mobilisation period in time to commence delivery on 1st October 2019. The indicative 6 months contract value, based on a weighted patient list of 8,488 (as at 1 April 2019) is £507,342 (ex VAT). This value does not include payment for Directed Enhanced Services, Local Enhanced Services commissioned by the CCG and public health, including Quality Outcome Framework (QOF) aspiration payments. To ensure patients do not experience a reduction in the services offered the caretaking provider will be required to sign up to and deliver these services offered. Bidders should respond to this Invitation to Tender (ITT) opportunity by completing the online questionnaire published on the Contracting Authority's e-procurement portal (the "Portal") - ProContract (hosted by Proactis). All clarification requests and correspondence pertaining to this ITT opportunity must be directed through the Portal. Bidders are required to register on the Portal prior to accessing the ITT documentation. Guidance on the registration process, access the ITT documentation and submit a response are contained below (please refer to links embedded within this advertisement). The deadline for tenders to be received is Thursday 11 July 2019.
