Tender description
Swansea Council is issuing this Prior Information Notice (PIN) on behalf of the West Glamorgan Partnership to notify the market of a possible tender opportunity commencing later in 2019, the purpose of this PIN is to try and identify potential interested organisations that have the expertise in evaluating health and social care transformation programmes. It is important to note that this PIN is not a call for competition or part of a pre-qualification questionnaire or selection process. Swansea Council, acting on behalf of the West Glamorgan Partnership, are seeking to commission a supplier to undertake an evaluation of 2 Transformation Programmes. West Glamorgan Partnership (which includes Swansea Council, Neath Port Talbot Council, Swansea Bay University Health Board and the Third Sector) have had funding for 2 Transformation Programmes: Whole Systems Approach for Primary Care Clusters and Our Neighbourhood Approach. As part of market testing Swansea Council, on behalf of the West Glamorgan Partnership, is seeking expressions of interest from organisations or collaborations with experience of evaluating health and social care transformation programmes in a partnership approach and would have the capacity to deliver the objectives of the timescales within the given timescales. It is intended that the two transformation programmes dovetail together to ensure that the Health and social care system is able to work together to deliver the whole system approach for primary care clusters whilst our neighbourhood approach provides the social care wrap around service. The delivery phase of the progarmmes is from April 2019 to August 2020. A key requirement of the transformation fund is that an independent evaluation is carried out for each transformation programme. The intended approach for evaluation is that it is formative and undertaken at intervals throughout the delivery phase as opposed to just at the final point. The evaluation of the programmes should enable a collective understanding of whether different models of care and support result in better outcomes and, importantly, the reasons why this is, or is not, the case. The key objectives of the evaluation is: 1) To evaluate the extent to which the transformation fund has accelerated the wider adoption and scaling up of new ways of working to replace or reconfigure existing services in order to improve outcomes for people; 2) To evaluate the component parts of new models which have successfully (and unsuccessfully) enabled the adoption and scaling up of new ways of working. To this end, interested parties are invited to initially submit an express of interest to the West Glamorgan Project at: West.Glamorgan@swansea.gov.uk no later than the 10.7.2019 detailing the following: 1) Name of your organisation or collaboration and brief description of its background and experience; 2) Would you be interested in tendering for the service described above? If yes, please explain full detail of what you are able to provide; 3) Do you have the current capacity to deliver the required objectives and availability of resources; 4) Any other comments or suggestions.
