Tender description

Reception, transfer and treatment of municipal (unsorted) Waste for East Ayrshire Council and South Ayrshire Council. East Ayrshire Council and South Ayrshire Council will be seeking a provider for the reception, transfer and treatment of municipal (unsorted) waste from the geographical areas of East and South Ayrshire. A total solution will be required to comply with the EU Waste Directives, the Ban on the Landfill of Biodegradable Municipal Waste (BMW), the Scottish Government’s Zero Waste Plan and Waste (Scotland) Regulations 2012 as they apply to the Councils. The Councils expect to collectively guarantee a minimum of 40 000 tonnes per annum but initially expect this to be around 65 000 tonnes although this will not be guaranteed. For the avoidance of doubt, it should be noted that the collection of waste from households is not part of this service. Interested parties should express their interest detailing a suitable solution for the treatment of such waste to assist the Councils developing a strategy for their waste treatment. Any new contract for this service will commence on 1.5.2022. Please provide a brief outline (up to 2500 words) by 19.7.2019 describing your proposed solution for the treatment of the waste which will comply with the legislation — this should be emailed direct to the procurement officer at heather.murray@east-ayrshire.gov.uk The Councils may also seek further engagement with the marketplace.
