Tender description
Compliance, Policing and On-Street Services (CPOS) are a Directorate within the Surface Transport area of Transport for London (TfL), delivering integrated enforcement, compliance, policing and community safety functions. CPOS are undergoing an operational transformation along with re-procuring one of its business process and digital capability solutions called Enforcement and Compliance Operations System (ECOS). TfL is looking to hold a supplier engagement day regarding the forthcoming ECOS procurement and will present the desired future state of ECOS. TfL are also looking to understand the market’s capability which will inform the subsequent procurement strategy. The proposed date is Thursday 6.8.2019. More information can be found in II.2.4. Description on the CPOS team and scope of the upcoming procurement. The system’s current capability enables its compliance officers to record contraventions on the transport network through mobile applications and back office staff to enforce regulations through a prosecutions and case management solution. The aforementioned transformation aims to deliver a holistic and integrated organisation, where the re-procured solution must support and enable multi-modal and flexible new ways of working. CPOS provides services — both technology and business processing — to a range of enforcement and compliance functions across TfL, this includes the London Underground (LU), Docklands Light Railway (DLR), TfL Rail (formerly Crossrail), London Overground, Network Incident Response and Investigations, Appeals and Prosecutions. The existing contracts that deliver the solution currently expire by May 2021. TfL wish to standardise the services, systems and processes that they use to deliver and manage compliance and enforcement across the TLRN and are looking to re-procure the ECOS. TFL anticipates that the new ECOS capability should accommodate more functions to align with its operational transformation programme. CPOS provides enforcement and compliance services to transport operations across TfL, and the new ECOS capability should provide better integration with the core systems in use by those operations. Business process (and/or) Digital Functions expected out of re-procurement are: (a) customer relationship management; (b) compliance management; (c) legal proceedings management; (d) Operations Management; (e) knowledge management; (f) workforce management; and (g) business systems support. Business areas are: (a) CPOS Areas (i) on street operations e.g.: 1) Bus revenue inspection; 2) Taxi and private hire compliance and enforcement; 3) Traffic order management; (ii) enforcement, prosecutions and appeals; (iii) workforce management and deployment; (iv) business systems management; (b) non-CPOS areas; (i) revenue inspection across TfL e.g. DLR, LU, LO and TfL Rail; (ii) bus operations — service delivery; (iii) bus operations — network response; (iv) NRC highways.
