Summary of the work Defence has a requirement to design, resource and implement comprehensive intelligence support to the National Authority for Offensive Cyber. Whilst maintaining equity of MoD requirements, the work must be alligned with concurrent efforts across several business areas during a period of rapid growth. Specialist role Cyber security consultant Expected Contract Length 12 months, possible extension of 2 x 6 months Latest start date Monday 1 July 2019 Maximum Day Rate To get a better understanding of the market and to ensure the best value for money is obtained, we do not wish to disclose our maximum day rate. Who Speclialist Work With The specialist will work for a MOD team comprising of MOD civil servants, military personnel and supported by a number of industry partners. They will be expected to work closely with a variety of stakeholder organisations including civilian, military and government departments. What Specialists Work On Design & develop a functional model based on extant governance across the Joint Mission, for a future Cyber Capability including key touch points with non-MOD departments & agencies. Develop a plan of how the expected increase in requirements can be met and supported across the intelligence enterprise, including recommendations, critical paths and risks. Identify where the new capability will cohere with external strategic governance mechanisms; particularly that of requirements prioritisation. Skills & Experience • Previous experience of working on Defence cyber programmes and cyber operations (12 pts) • Previous experience of intelligence support to military operations, including planning, targeting and execution (9 pts) • Proven experience of managing a ‘requirements led’ prioritisation process including stakeholder liaison, triaging and elaboration. (12 pts) • Proven ability of developing implementation plans detailing tasks, scheduling and resources required in order to bring new functionality online within an Agile environment (9 pts) • Proven experience of developing military CONEMP/CONOPS and associated documentation. (12 pts) • Strong stakeholder management and communication skills. (6 pts) Nice to Haves • Have ability to evaluate information and present in such a way that is easily understood by the target audience, including through written and oral communication (5 pts) • Have ability to own issues and drive them to resolution. Provide direction to inform sound decisions based on business priority and technical feasibility (5 pts) • Prince2, MSP (or equivalent) and experience of working within an Agile environment (5 pts) Work Location Predominantly MoD Main Building, London. An element of the role will be based in the Cheltenham area. Working Arrangments 220 days over the 12 month period. Expected minimum 3 days a fortnight (grouped or split as necessary) in Cheltenham or other MoD sites. T&S provision is limited to attendance at MOD Sites away from Main Building only. Security Clearance Due to the timescales involved only those specialists holding a Current DV, valid for duration of contract should apply. Supplier must be willing to undergo further vetting as necessary. UK National only. Additional T&Cs This role is assessed as outside of IR35 This is for ONE post only The Authority WILL NOT sponsor DV Clearance, it must be in place and valid for the duration of the contract.
