Summary of the work We require a Partnership support to: • build out and augment the DDaT Professions Framework for each individual Profession. • provide a coherent structure of roles and responsibilities, with defined career paths. • development of framework for the recruitment of staff to be trained into the skills of the future. Expected Contract Length 3 - 6 months initially with option to extend to further 6 months and dependent on partner proposals. Latest start date Tuesday 14 May 2019 Why the Work is Being Done To establish a sustainable professions framework for the recruitment and retainment of technical and digital skills to provide the Authority essential skills required to support the maintenance, development of complex technology systems and wider Home Office objectives. Problem to Be Solved Home Office has a requirement to support its complex and expanding technology systems. It is essential that the Authority has an efficient and sustainable access to pool of quality technical skills. Consequently, the Authority is seeking to establish a DDaT professions framework for the recruitment and retainment of technical and digital skills needed to support it technology driven services and wider objectives. Who Are the Users The team leading the transformation of the structure of DDaT together with Recruiters / Line Managers / Individual staff that need to clearly set out the structure of roles and responsibilities throughout the organisation. Work Already Done A high-level framework has been defined which now requires establishment of detailed frameworks for each DDaT Profession. Existing Team Our internal Professions teams are building out from a solid core of experienced civil servants. Current Phase Not applicable Skills & Experience • Deep expertise in defining roles, competencies and career frameworks for digital, data and technology professions. • Evidence of the creation of sustained, lasting capability in client organisations. • Deep understanding of SFIA and other relevant skills development frameworks. Nice to Haves • Understanding of how Professions enable Central Government DDaT organisations to support complex programmes and the maintenance of critical national infrastructure. • Account management able to provide summaries and clarity over activities for Programme Managers. • Reporting directly to the Professions Management Team or CTO. Work Location Work will be carried out from a Home Office location primarily in either 2 Marsham Street, London or Croydon with potential to travel to other DDaT sites at times. Working Arrangments The supplier will be required on standard working hours basis to collaboratively work on site (5 days per week for stakeholder engagement) subject to surge if required to achieve specific agreed milestones. Supplier costs must be inclusive of all expenses. Supplier will be required to use MS Project Online to provide time sheet information to I&P Finance on a monthly basis in arrears. Security Clearance All professional resources must have CTC level security clearance prior to starting work. Staff not in current possession of CTC security clearance must be willing to undergo CTC security clearance process. Additional T&Cs • Statements of work will be agreed periodically with the supplier on a fixed price or capped T&M basis with agreed deliverables. • The Home Office will use the standard DOS 3 contract terms. Please would you clarify how you would like us to provide evidence of the following capability? 'Reporting directly to the Professions Management Team or CTO'. This can be as an agreement statement on how the team will work and whom too. No evidence needed. 2. Is this the opportunity that was the subject of the webinar on March 7th? No webinar has been conducted in relation to this. 3. Is there an incumbent who currently supplies, or has recently supplied, these services to Home Office DDT Directorate? For example, creation of the high-level framework already completed No incumbent suppler. However, a supplier did do a high-level framework for a subset of a profession under the DDaT Professions in early 2018. 4. Is there a current incumbent and if so will they be reapplying? No Incumbent suppler. 5. Please can you clarify what you are seeking in "understanding of how Professions enable Central Government DDaT organisations to support complex programmes and the maintenance of critical national infrastructure"? We are seeking to verify if the supplier has an understanding of the work they will enter into and the roles which make up the DDaT professions and how these roles work together to enable delivery focused teams especially within a complex government programme and infrastructure. 6. "Build out and augment the DDaT Professions Framework for each individual Profession."Is the ask to provide experienced resources who can help further define the existing frameworks at https://www.gov.uk/government/collections/digital-data-and-technology-profession-capability-framework? Experienced within building out professions type frameworks not necessarily with a part of the DDaT framework. We will be building upon, in the main, the Government DDaT Frameworks where it exists across already. 7. “Provide a coherent structure of roles and responsibilities, with defined career paths.”Is the requirement to again provide experienced professional development resources who can help detail the roles and career progressional requirements (training, soft skills, experience, etc) to facilitate progression within the DDaT Professions Framework? Experienced within building out and defining career paths for professions type frameworks to define a set path people can follow to progress, not providing the development resources(i.e. training of staff) for people to progress. This is about building and defining the framework for the DDaT Profession. 8. “Development of framework for the recruitment of staff to be trained into the skills of the future.”Are we correct in our understanding that this is to define the approach to recruiting staff from both Public Sector and External (private sector, universities, etc) into Public Sector directly or via the GDS Academy?Is there any requirement to provide training or a resourcing model? Correct recruitment into DDaT directly not via GDS Academy. No requirement to provide training. 9. How many resources are required to complete this work? No requirement on set numbers to undertake the work, just an exceptation it will be completed to the required standard within the set time frame. 10. Is there an incumbent for this work? No incumbent in post. 11. Would it be possible to arrange a call in order that suppliers can ask clarification questions to ensure we understand the requirement? No calls at this stage. All clarifications will be conducted via the DOS portal. 12. Please can you confirm the exact staffing requirements / numbers needed for this opportunity? No requirement on set numbers to undertake the work, just an exceptation it will be completed to the required standard within the set time frame. 13. Could you please provide guidance on your budget for the services? We do not intend to provide indicative budget for this tender exercise. 14. Can you give us an idea of the budget for this framework? We do not intend to provide indicative budget for this tender exercise. 15. Can you please detail the nature of the resource you expect to be deployed and the anticipated number of days required? No requirement on set numbers to undertake the work, just an exceptation it will be completed to the required standard within the set time frame of 3 - 12months. Any interested bidder is expected to propose a solution including number resources to undertake and fulfil the requirement. 16. How many professions, roles and job families require mapping? We will focus on Product, Technical and UCD first, as phase 1 with remaining covered in phase 2. 17. Do the professions align to SFIA and Civil Service Success Profiles? The framework at https://www.gov.uk/government/collections/digital-data-and-technology-profession-capability-framework as adapted for use within Home Office, underpinned by the SFIA framework. All CS role use appropriate parts of the Success Profiles Framework too. 18. Are you looking for a fully developed career framework for all job families and roles? Yes and in line with the full list which can be found at https://www.gov.uk/government/collections/digital-data-and-technology-profession-capability-framework We will focus on Product, Techincal and UCD first, as phase 1 with remining covered in phase 2. 19. Who is leading this in DDAT and what DDAT team do you envisage working alongside your preference? This piece of work is led by the Chief Technology Office, working along side the CTO office and the Heads of Role and SCS sponsors as appropriate. 20. Can you share current frameworks that have been developed? The framework at https://www.gov.uk/government/collections/digital-data-and-technology-profession-capability-framework as adapted for use within Home Office, underpinned by the SFIA framework. 21. Have you had any external support in the first phase and who? No incumbent; work was carried out in 1 role family and completed in early 2018. 22. What type of response are you requiring? – Word/Powerpoint, number of pages, contents etc. No set requirement / format but note that the initial response to phase 1 - Expression of Interest, is only via the DOS portal and limited to the spaces provided.
