Tender description

The Council wishes to set up a Framework in the Harrogate and Selby areas, the aim of which is to build capacity in the domiciliary care market, ensure good quality recruitment, consistency of staffing and punctuality of provision, which in turn will improve quality, levels of innovation, and satisfaction with the service from the person’s and parent carers point of view. While the service is commissioned by the Council, this framework will allow the 6 clinical commissioning groups within North Yorkshire to access the service. The Council wishes to set up a framework in the Harrogate area, the aim of which is to build capacity in the domiciliary care market, ensure good quality recruitment, consistency of staffing and punctuality of provision, which in turn will improve quality, levels of innovation, and satisfaction with the Service from the person’s and parent carers point of view. The provider will promote staff retention, provide a good quality service and be a provider that people aspire to work for. With intelligent planning of service delivery the provider will be in a position to minimise staff travel and maximise the time spent supporting people, building capacity over time. The contract will commence 1.2.2020 for an initial term of 3 years to 31.1.2023. The framework has the option to be extended for 2 further periods of 2 years, 1.2.2023 — 31.1.2025 and 1.2.2025 — 31.1.2027, subject to satisfactory performance and at the discretion of the Council. Therefore a potential total contract term of 7 years (84 months). This procurement falls under Section 7, social and other specific services, of the Public Contract Regulations 2015.
