Tender description

The University of Plymouth is seeking to appoint a single organisation to provide multidisciplinary design service for the New Engineering and Design Facility (NEDF) through commissioning a RIBA design competition via the competitive dialogue process to obtain the best possible designs for the building that will meet the physical requirements stipulated in the design brief, but also one that reflects the wider aims of the University. The new dedicated facility will accommodate the current and future functions for the School of Engineering (SoE) and School of Design and Art (SoDA). This will replace the aging Brunel building which houses the majority of the school's functions with a dedicated new build facility (approx. 3 410 m2) to complement the existing Babbage building. The Babbage building is to be refurbished to provide a defined area of dedicated space for the relocated functions within it, as well as refreshing the remaining spaces and addressing maintenance backlog issues. The preferred provider will be appointed on a NEC Professional Services Contract, and will be responsible for the completion of the design and associated specifications for the NEDF and preparing for and obtaining all associated internal and external approvals, including town planning applications, from design competition submission (broadly a RIBA Stage 2 level of output) through to a RIBA Stage 7. The brief has been developed to RIBA Stage 1. Anticipated award value to be circa 1 400 000 GBP for services from appointed through to completion. Required services: Lead designer: architect BIM, Information Manager, BIM Cordinator, Landscape Architect, Civil Engineer, Structural Engineer, Mechanical Engineer, Electrical Engineer, Public Health Engineer, Interior Designer, Principal Designer. It is the current intention to appoint a single contractor for the delivery of the refurbishment of Babbage and construction of the new build facility. Procurement route will be a 2-stage design and build, under a JCT appointment. A separate contractor may be appointed to deliver the enabling works package. Preference is for the design team appointed through this competition to be novated, taking place at the end of RIBA stage 3.
