Day care has an important role to play in supporting service users with high needs to remain at home, supported by their family and their local community. A dynamic purchasing system is to be established providing day provision for adults through which care can be called-off. The approach will support the development of a quality provider market in Hull that is sustainable, diverse and provide choice and control over day care provision. Dynamic purchasing system to replace current off contract ‘spot purchasing’ arrangements, to control spend and improve quality. The Authority currently spends in excess of 4 000 000 GBP per year, with individual providers. The introduction of a DPS will allow rates to be standardised whilst also setting quality criteria for acceptance onto the DPS including the requirement to meet core standards of care. The quality criteria for award will include consideration of how proposed providers will deliver Social Value through the work awarded via the DPS. A DPS will give flexibility to providers to innovate, diversify and increase the range of service models available.
