Tender description

Hertfordshire County Council (the ‘Council’ or 'Contracting Authority') is currently out to procurement to establish a Framework Agreement for the Provision of Collection and Disposal of Clinical Waste, Offensive Waste and Small Animal Remains. Organisations wishing to take part in this project are invited to ‘express interest’ which will give access to the full procurement documents in the e-tendering system. Hertfordshire County Council (the Council or Contracting Authority) as the Waste Disposal Authority (WDA) is responsible for the disposal of all waste collected by the Waste Collection Authorities (WCAs) under their duties and powers defined in the Environment Protection Act 1990 together with waste collected at Household Waste Recycling Centres (HWRCs). This waste is known as Local Authority Collected Waste (LACW) and includes Clinical Waste and Offensive Waste as defined in the Controlled Waste Regulations 2012. The Council and Participating Bodies requires the provision of collection and transport of approved wastes to a licensed treatment/disposal facility for disposal. Approved wastes include: Offensive Waste, Infectious Waste, Sharps Waste, Cytotoxic and Cytostatic Medicines, Medicinal Waste, Amalgam Waste and Small Animal Remains. Clinical Waste and Offensive Waste is collected from domestic and commercial premises by the WCAs or their contractors and delivered to a depot or waste transfer station from which it is offloaded into the containers provided by the Council for use under this contract. The participating bodies in this tender exercise and any subsequent Framework Agreement are Bedfordshire Borough Council, Oxfordshire County Council and Buckinghamshire County Council. The estimated total value of the Framework Agreement is stated in II.1.5) of this notice and is for the initial term inclusive of the approximate value for extensions, for all participating bodies. For the avoidance of doubt, the estimated annual value for all participating bodies in the Framework Agreement will be approximately 375 000 GBP. The estimated annual spend for Hertfordshire County Council is approximately 100 000 GBP. Full details are in the tender documentation. The Framework Agreement will be awarded for an initial term of 3 years, with the option to extend the Framework Agreement up to 1 further year. Please note that the contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands. There will be no form of exclusivity or volume that is guaranteed under the resultant Framework Agreement and the Council and other participating authorities will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the established Framework Agreement. Organisations should be aware that due to the nature of the services provided, any Framework Agreement formed as a result of this procurement process shall be executed as a deed. Organisations should seek independent legal advice on the implications of this prior to submitting their bid, where appropriate.
