Tender description

NIE Networks wishes to procure the services of a suitably qualified and experienced service provider for design, manufacture, supply, installation, jointing and testing of 275kV and 110kV cable and oil filled systems. One Framework Agreement will be awarded to the Most Economically Advantageous Tender (MEAT) for a period of 5 years with the option to extend (entirely at NIE Networks sole discretion) for up to 3 years (8 years in total). The estimated value (excluding VAT) could be as follows: 1 year: 3 800 000 GBP per annum; 5 years: 19 380 000 GBP; 8 years: 31 000 000 GBP. NIE Networks wishes to appoint a suitably qualified and experienced service provider for T314 2019 design, manufacture, supply, installation, jointing and testing of 275kV and 110kV cable and oil filled systems throughout Northern Ireland. The services provided to NIE Networks must be of a high quality standard, and regular reviews with the appointed service provider shall be established to monitor and review quality of work throughout the contract period. Below is an outline of the requirements, however please refer to the specification schedule for the list of service requirements and standards required for this contract. The scope of work details the works required under NIE (Northern Ireland Electricity) Networks design, manufacture, supply, installation, jointing and testing of 275kV and 110kV cable and oil filled systems framework contract. The general requirements of the contract are as follows: 1) Design of 275/110/33kV cable systems, including alterations to existing circuits, which may be oil filled; 2) Survey, design, manufacture and supply to site of the required lengths of 275/110kV cable and accessories; 3) Survey, design, manufacture and supply to site of oil filled systems associated with cable works; 4) Excavation and reinstatement of cable trenches and joint bays; 5) Installation of ducts; 6) Installation of cable into ducts, cable trenches and direct buried; 7) Installation of cable joints, outdoor terminations and oil immersed and GIS type terminations. Fibre optic, pilot and telephone joints and terminations; 8) Erection of ancillary equipment E.g. surge arrestors, link boxes, bonding and earthing, oil tanks, valves and pressure gauges; 9) Factory and site testing and commissioning of cable system; 10) Making good during defects liability period; 11) Warranty; 12) Individual performance bonds for each project undertaken; 13) Temporary site buildings, welfare facilities and accommodation; 14) Security provision; 15) Programming the works within the specified outages and the requirements of the contract; 16) Provision of drawings and as-built records and operation and maintenance manuals; 17) And every thing necessary to leave the cable system complete and in full working order on expiry of the warranty period in accordance with the provision of the contract and for a minimum life of 50 years under specified operating conditions.
